HomeMy WebLinkAboutminutes.hpc.19970226 HISTORIC PRESERVATION COMMISSION FEBRUARY 26, 1997 Meeting was called to order at 5:05 by Chairman Jake Vickery with Roger Moyer, Susan Dodington, Suzannah Reid, Gilbert Sanches, Jeffrey Halferty and Mary Hirsch present. Mark Onorofski and Melanie Roschko were excused. Assistant City Attorney David Hoefer stated that Mary Hirsch was appointed as a regular member. A lottery drawing was done. MOTION: Roger moved to remove 1008 E. Hopkins from the agenda; second by Susan. All in favor, motion carried. 303 E. MAIN STREET - REVISED LANDSCAPE Jake stepped down. Roger chaired. Roger stated that he, Suzannah and Jake met with the applicant. Suzannah stated at the meeting that the basement of the building extends out to the front property line and in light of that it is not reasonable to have a planting area on top of the surface. There is only about two feet between the property line and the basement that those at the meeting determined could act as a buffer in the area. They also talked about something other than concrete pavement material for the outside dining. Roger stated that there is some flexibility and the basement may have to be pulled out further or pulled back and that has not been determined because it has to do with the existing trees in front of the building and if they bring the basement out too far will that distroy the root system or are those trees going to be removed anyway and that has not been determined by the City Parks Department yet who are in charge of trees. Julie Ann stated that the applicant indicates the elevation of the west side of the building where they are plannning on doing some improvements to the fixed window area. She did not have a chance to comment on the change and the applicant will present and is looking for an approval on that issues. HISTORIC PRESERVATION COMMISSION FEBRUARY 26, 1997 Rochet Kuhn stated that the basement is critical to the project. He clarified that the patio is the roof of the basement. If you would put grass on it, it would have to be watered and there are potential problems with leakage into the restaurant space. They want to create an active open space to contribute to the street life. There will be a buffer zone consisting of flowers and plants. The surface of the patio will be reviewed by Staff and monitor. On the porch they would like to put in glazing where the screen is, simple in detail. Susan asked if the planter will be flushed with the pavement? Rochet stated that actually it will be dirt. If the two big trees in front are determined to be wrotten they will expand the basement four feet and put in planters. Melanie was not present but she relayed the message that that the planters should be raised a little otherwise people will just step in them. One brick high would work. Roger asked for clarification of the landscaping, enclosure on the west porch and the handicapped railing. Jeffrey asked why the two trees would be removed. Rochet stated they would only be removed if they are dead and unsafe, otherwise they will stay. Jeffrey stated the trees are a nice feature and a replication of the existing fence would be appropriate and the trees would give a canopy effect. Rochet stated that he agreed. Roger said basically there are two issues the material for the deck and the vegetation. He also stated that in the motion it should state that the tenant will be coming in to submit a final plan based on the plan presented tonight with minor changes to exact materials and exact vegetation that will be used and be handled by Staff and monitor.
