Meeting was called to order at 5:05 by chairman Jake Vickery. Present were
Roger Moyer, Mark Onorofski, Suzannah Reid, Gilbert Sanchez, Mary
Hirsch and Jeffrey Halferty. Melanie Roschko and Susan Dodington were
excused.
MOTION: Roger moved to approve the minutes of March 26, 1997; second
by Suzannah. All in favor, motion carried.
ENTRANCE TO ASPEN

203 S. GALENA- BRAND BLDG.
Amy stated that Harley Baldwin wants to excavate for a basement. They are
requesting to remove one of the store fronts temporarily and do soils testing
to determine the excavation.
Ted Guy, engineer stated that they have applied for a miscellaneous permit to
allow them to remove the floor slab, excavate to the bottom of the existing
foundation and do a series of soil borings to ensure that they can do a
chemical grouting system for the shoring system. The basement will be
placed under all of the building except for the restaurant. The restaurant area
would not have a basement underneath it. Currently the entire basement
would be used entirely by the gallery. If a restaurant is put in the basement
and a door needed changed we might have to remove the door frame to get
the maximum width for ADA access and then put a new door back inside four
or five feet. At this point we do not know what we are doing. The basement
is 80 feet east/west and 100 feet north/south. Part of the area was used as a
gas station and it is confirmed that the old tanks have been taken out.
Harley Baldwin, owner stated that the foundation isn't that great and doing
this will stabilize it. He also mentioned the mural on the wall in the alley and
would like to change the sign to a non-smoking ad.
Roger stated that the owner can do anything on that wall he wants as long as
it isn't advertising.

The HPC thanked Harley for informing them of the project.

Jake stepped down.
Roger chaired the meeting.
Neil Ross, owner stated that this is the last of the five houses in the project to
be approved.
Amy stated that the two facades have less window openings and the entrance
to the garage is off the alley.
Roger stated as a pedestrian you would see the West elevation at an angle
where the door faces into the courtyard.
Suzannah stated the design was a big improvement.
Neil stated that he was trying to get consistent with the beveled siding. He is
using a composition shingle for the roof.
Mark asked if the upper level was all vaulted ceiling and with the fascia how
is the ceiling insulation being handled.
Neil stated that it was reduced from the last meeting and the over-hang is two
by four fascia but the roof joisting inside 2 by 12 and the insulation will be
inside that.
MOTION: Suzannah moved to approve final for 939 E. Cooper Unit E with
the condition that materials be approved by Staff and monitor; second by
Gilbert. All in favor, motion carried.
Amy stated that the beveled siding is fine but the HPC would like the color of
the roof to have some unity with the rest of the project.
Neil stated that he agreed.
Roger and Jeff are the monitors.

702 W. MAIN - MINOR DEVELOPMENT
Amy stated that Mark and his wife bought the Stapleton property which at
one time was going to be an office building. The house is about 1500 sq. ft.
and the proposal is for a front porch.
Amy stated that the porch wraps around the corner and they are scheduled to
appear in front of Board of Adjustment to request a variance.
Mark Pearson stated they might put a new door on because it is a single pane
glass French door and they would like to replace the door with a double pane,
something similar. The bay window in the front they would like to pop out a
few feet.
Amy stated that this building is not designated historic.
Roger stated for clarification that the applicant is asking for the porch and
porch roof and an encouragement for the side yard setback on the east side
and to extend the little porch and dormer on the south side second floor.
MOTION: Gilbert moved to approve the improvements presented on the
south elevation of sheet A2 which include a new covered porch, the bay
window, new deck, and the replacement of the existing window in the dormer
to two doors and to send a letter of encouragement to support the setback
variance of the porch that wraps around the east side as draw, second by
Mark. All in favor, motion carried.
BAANG CAFE - 325 E. MAIN
Graeme Means stated that changes are modest and the front door is being
changed to a revolving door. The door fits exactly into the opening that is
there. The lights and trim are existing and will stay. There are three bays to
the facade and they are proposing to put on barn door wood and they will roll
to the center bay and open up into the side of the restaurant. On the alley
there will be a metal canopy with live vegetation.
Mary inquired if the live tree canopy in the alley would be flush with the
building and what vegetation is proposed.

Graeme Means, architect stated that it would be coming off the building and
down to the ground. Its purpose is to create a sense of enclosure.
Mary stated that her concern is the vegetation and what the metal canopy
would look like on the wall if the vegetation does not grow.
Jake asked about the columns.
Graeme stated that the column would be covered in wood and the metal doors
slide by it. The sliding doors will have windows in them.
Roger asked if the revolving door would protrude out from the existing doors.
Graeme stated that there is a curved soffet that comes out over the door area
which would protect the top of the revolving doors from the weather.
Roger stated that the revolving door is a good solution instead of awning air
locks.
Jake asked what the detail would be of the metal doors.
Graeme stated that he would supply the detail information.
Gilbert stated that he would be concerned if it was a large sheet of metal with
a pattern stamped in it.
Jeffrey stated if it is not presented properly it could change the building. The
brightness of the metal is important. The metal material would match the
revolving doors.
Amy stated that HPC doesn’t review color and they are proposing to change
the color of the addition.
MOTION: Suzannah moved to approve the minor development for 325 E.
Main with the following condition that the metal detailing be submitted to
Staff and monitor, second by Mary. All in favor, motion carried.
Jeffrey is the monitor.

CANTINA - 411 E. MAIN
Amy stated that heat lamps are being requested to be installed in the outside
trellis. They would hand down about six inches.
Roger stated that the proposed lamps seem large and could Staff contact the
applicant and look at a different model that would be flush with the trellis.
Gilbert and Suzannah are the monitors.
MOTION: Roger moved to adjourn; second by Jeffrey. All in favor, motion
carried.
