THE REGULAR MEETING OF MAY 14, 1997
Chairman Jake Vickery called the meeting to order at 5:00 p.m. with Roger
Moyer, Mark Onorofski, Susan Dodington, Gilbert Sanchez, Jeffrey Halferty
and Mary Hirsch present. Excused were Melanie Roschko and Suzannah
Reid.
MOTION: Roger moved to approve the minutes of March 12th andMarch
19th, 1997; second by Mary. ,411 in favor, motion carried.
Jake presented some facts about trees in Aspen.
1) There are 2200 street trees in Aspen.
2) Of them 415 or 19% are rated in poor condition or worse. These trees
will probably be slated for removal.
3) There are 148 tree spaces where there used to be a tree where there is no
longer a tree. Presumably those spaces are available.
4) In 1993 there were 186 spaces so 40 spaces have been filled over the
course of the past three years.
5) It costs the city between $300. and $500. to plant a new tree.
6) The city spends $10,000 annually to plant new trees. A lot of the new
trees are planted in the parks.
A street replacement program needs to be put in place.
500 NORTH - MINOR DEVELOPMENT
Amy Amidon, planner indicated that the proposed project is to make
additional closet space at the rear of an historic landmark structure. The
existing building will remain intact except for the door openings into the
closet space.
James Salter, the owner, informed the Board that a foundation was built in
1980 in back of the house intending to enlarge it slightly. The proposed
addition is not visible from the street and will enhance the house.
MOTION: Roger moved to approve the minor development application for
500 N. Street as submitted; second by Mary. All in favor, motion carried.

307 S. MILL - MINOR DEVELOPMENT
Amy Amidon, planner relayed to the board that the request is to replace
existing windows with french doors (accordian sliding doors) and to add an
awning. A new sign is proposed and that application is in place.
Mark Terkin, contractor indicated that the windows would be changed to
french doors in order to get to the patio dining. The patio is on City property
and requires a mall lease. The doors are vertical frame fur finished natural.
MOTION: Mark moved to approve the minor development application for
307 S. Mill Street as proposed; second by Susan. All in favor, motion
carried.
218 N. MONARCH ST.
David Hoefer, Assistant City Attorney stated that the affidavit of notice
indicates proper posting and HPC has jurisdiction to proceed.
Amy stated that this is an amendment to the final approval. The owner does
not intend to move the historic building and the garage will not be built. Staff
recommends approval except for the waiver of #30 for the garage which is no
longer needed.
Chairman Jake Vickery opened the public hearing.
Katalin Domoszlay from Cunniffe & Associates represented the owner.
She indicated that the owner decided against the garage and did not give any
specific reason. The west elevation has one more window since the garage
has been eliminated. More vegetation will be planted to screen the parking.
The existing lilac bushes will probably be kept to screen the headlight from
cars. It is her understanding that they are not required to provide parking.

Jeffrey inquired about the existing stairs and the slope on the east elevation.
Possibly a concrete or stone foundation will have to be constructed and that
might affect the root structure of the existing tree.
Katalin indicated that there would not be a concrete foundation due to
encroachment issues.
Phil Hodgson, neighbor inquired about the metal roof and the color
choice.His concern is the glare from the east sun. The existing parking has
always been on the east.
Pat Hodgson, neighbor was relieved that the tree would not be removed and
that honeysuckle, rose and lilac bushes are old growth and good buffers on
the site.
Katalin stated that approval was given for an entire metal roof but that they
have the option to use shingles on the entranceway. The colors will be
compatible but have not been chosen.
Chairman Jake Vickery closed the public hearing.
MOTION: Roger moved to grant approval for the alternative development
proposal represented to the HPC on May 14, 1997 with the conditions
outlined in Section 3 of Exhibit A except for the waiver of Ordinance ~30 for
garages, which is not needed. Section One of Exhibit A is also not required.
Motion second by Mark. All in favor, motion carried.
BANNERS ON MAIN STREET
Amy asked HPC for comments on banners down Main Street. She relayed
that the brackets would be painted out the same color as the street light polls.
Staff indicated that CCLC also looked at the banners and recommended that a
fee be imposed when the banners are disassembled.
The Board was in favor of the banners.
MOTION: Roger moved to adjourn; second by Susan. All in favor, motion
carried.

carried.
