Chair-person Suzannah Reid called the meeting to order at 5:00 p.m. with
Roger Moyer, Gilbert Sanchez, Suzannah Reid, Mary Hirsch, Susan
Dodington, Melanie Roschko and Jeffrey Halferty present. Mark Onorofski
was excused.
MOTION: Mary moved to approve the minutes of dune 11, 1997, second by
Gilbert. ,411 in favor, motion carried 7-0. defJhey did not vote.
MOTION: Roger moved to add St. Mary's Church as a work session, item C
to the agenda; second by Suzannah. All in favor, motion carried.
303 E. MAIN- AMENDMENT
Ted Guy, Engineer, represented the tenant who is moving into 600 sq. ft. of
the ground floor in the basement as a restaurant. The ground floor will be
used for lunch and private parties in the evening. The lower level will have
dinners and the front stair will also be used for access to the private room
portion to the basement. When Jake Vickery's drawings went into the
Building Dept. it was determined that a fire separation was needed from the
north stair wall on Main St. and the east property line. A glass panel could
serve as a fire wall. If that is used it will not impact the appearance.
Amy Amidon, City Planner, indicated the amendment was not in the packet
and the east wall of the building will probably have to be glass for fire safety
because it is too close to the building. The applicant will provide drawings to
Staff. There is also a proposal to change the entry with a gabled roof and
Staff' s concern is that it does not emphasize the entrance to the first floor
restaurant space. It emphasizes the entrance to the basement. There is an
exterior stair under the gable roof. The porch railing would remain but they
are proposing a multi-pane window change and Staff recommends against the
change as the windows are not consistent. The restaurant owner will only
use the entrance to the addition. The entrance to the historic house is for a
different renter.
Amy relayed that the concern is for the first floor level. They need an egress.

Ted Guy indicated that the South elevation is obscured by the garage and it is
24 feet off the alley and does not face Monarch or Main Street. The door
does not meet the ADA requirements as it needs to be 3 feet wide.
Amy stated that the Building Dept. determined that the door could meet ADA
requirements in its existing location if an electrical button was installed for
the handicapped. She also felt that the change of the door location was not
appropriate.
Several members indicated that the next request will be for a roof over the
entry door due to snow and rain fall. The south elevation is the main entrance
to the restaurant. Staff feels that the change in materials and placement of the
new proposed door and removal of the historic window are inappropriate.
Members agreed as it is doubling the historic opening.
MOTION: Roger moved that HPC approve the east wall of the east porch to
be fire class and to be approved by Staff and monitor. That the dormer be
removed thus leaving the porch with a more historical design. That the
applicant take out the proposed multi-paned windows. Approval to move the
door to the west side of the porch. The railing is acceptable as previously
drawn understanding that the upper railing will no longer be there. That the
windows be restudied with Staff and Monitor for placement between the
posts'; second by Melanie. All in favor, motion carried 7-0.
Ted also told the commission that the house will be moved back onto the
original site sometime in July. Concrete was poured today.
