A RESOLUTION APPROVING A CONTRACT BETWEEN THE CITY OF
ASPEN, COLORADO AND FEHR AND PEERS, SETTING FORTH T14E
TERMS AND CONDITIONS OF THE ASPEN MOBILITY LAB
TRANSPORTATION CONSULTANT ASSISTANCE.
WHEREAS, the City of Aspen is committed to maintaining a high quality of life
for residents and a superior visitor experience, and
WHEREAS, quality of life and experience is greatly influenced by the way
community members and visitors move into, out of, and around Aspen, and
WHEREAS, Aspen's current mobility options are not competitive with the
personal automobile, which encourages the use of single-occupancy vehicles, and
WHEREAS, single occupancy vehicles lead to traffic, air quality and safety
concerns, and an overall reduced experience and quality of life, and
WHEREAS, the City of Aspen aims to experiment with new mobility services
with the hope that new mobility options can compete with the personal
automobile, and
WHEREAS, the City of Aspen supports residents and visitors in choosing low
carbon transportation options, and
WHEREAS the City of Aspen seeks to test new modes of transportation during a
lab in the summer of 2018, and
WHEREAS the Aspen Mobility Lab requires the expertise of a transportation
consultant
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ASPEN, COLORADO:
Section 1
That the City Council of the City of Aspen hereby approves the Contract
between the City of Aspen, Colorado and Fehr and Peers that sets forth the terms
and conditions of the transportation consultant for the Aspen Mobility Lab, a copy
of which is incorporated herein, and does hereby authorize the City Manager of
the City of Aspen to execute said Contract on behalf of the City of Aspen.

Amendment to the Professional Services Agreement
between the City of Aspen and Fehr& Peers approved by City Council on May 22, 2017,
Resolution#91, Series 2017, amending the original contract with an additional statement of work
and the compensation associated with the additional work.
Statement of Work—Attached. Additional transportation services analysis and consulting for the
Aspen Mobility Lab. Expand the Mobility Plan scope to further assess existing services'
capacity, identify additional community barriers and identify new mobility services.
Compensation—$20,280
Invoicing
Invoices must be submitted to AP(a,cityofaspen.com and include the City's PO number on each
invoice. Failure to do so may result in significant delays in processing payment.

Dear Ashley:
Thank you for the opportunity to continue working with the City of Aspen on your exciting
Mobility Lab project. We understand that the Mobility Lab will be a two month pilot in May and
lune 2018 of several innovative transportation services and infrastructure strategies. The City of
Aspen already has several, ideas for the Mobility Lab but would like Fehr & Peers' assistance in
assessing existing services' capacities, identifying community barriers and identifying candidate
mobility services. I prepared a scope of work based on our e-mail and telephone correspondence.
Attachment A contains our scope of work and Attachment B contains our fee. I understand that
the City would like this scope of work completed by October 2017 and that, at that time, the City
may request a proposal for additional services to further assist with the Mobility Lab.

ATTACHMENT A: SCOPE OF WORK
Fehr & Peers' scope of work is based on our e-mail and telephone correspondence on June 30,
2017 as well as our experience advising agencies on innovative pilot projects and programs
elsewhere in the United States.
Task 1.High Priority Mobility Services
We understand that the City would like immediate recommendations for high-priority mobility
services that would be appropriate for the Mobility Lab. We anticipate this to be a list of 5-10
mobility service vendors. Fehr & Peers will provide a list of mobility services that the City should
pursue, including contact information. We will initiate contact where Fehr & Peers already has
relationships. We expect these high-priority mobility services to represent significant emerging
transportation trends such Transportation Network Companies (TNCs), autonomous vehicle
makers, micro car makers and others.
Deliverables: e-mail summary of mobility services and phone/e-mail contacts with mobility
services where Fehr& Peers already has relationships; we will also review a standard narrative that
the City can use to contact mobility services where we do not have relationships.
Task 2.Goal Setting Brainstorm
To design the Mobility Lab to meet the City's goals and to measure the effects of the Mobility
Lab, we recommend spending two hours with involved City staff discussing and documenting
goals for the program and the program's relationship to the Short Range Transit Plan. Fehr &
Peers will develop a meeting agenda with thought-provoking questions and facilitate this
conversation, considering likely performance measures and differentiating performance measures
according to whether they are outputs (things the City controls) or outcomes (things that are
indirectly influenced by the outputs).
Deliverables: two hour meeting with City staff in July to inform August Short Range Transit Plan
meetings and a technical memorandum documenting Mobility Lab goals, the Short Range Transit
Plan relationship and recommendations for performance measures.

Task 3.Assess Local Capacity
As a part of other Short Range Transit Plan on-site meetings, Fehr& Peers will assess the capacity
of existing Aspen mobility service providers. We assume that this will occur as a part of already-
planned Short Range Transit Plan meetings and that no additional meetings are necessary. These
existing mobility service providers include:
• Bikes (WeCycle, bike rentals and a-bikes sales)
• RFTA
• Taxis, CME and limos
• Hotel shuttles
• The Downtowner
• TNC(Uber, Lyft, etc.) drivers
We also expect having to perform some amount of data collection and analysis to inform the
capacity assessment.We plan to identify data needs prior to our focus group meetings so that we
can make this a point of discussion.We will also work with City staff in the goal setting brainstorm
to identify whether capacity should be measured on a daily, peak period or peak hour basis (or
some other unit of time).
The Short Range Transit Plan already includes focus group meetings but we expect this addition
will require additional Fehr & Peers staff resources at our August meetings. It also requires that
we add additional questions to our focus group meetings such as:
• What is your current capacity to move people?
• Is this capacity maxed out?
• What is the cost to add additional capacity?
• How much capacity could you add?
Deliverables: capacity-related questions as a part of our already-planned Short Range Transit
Plan focus group meetings, technical memorandum summarizing capacity assessment.

Task 4. Identify Community Barriers
Fehr & Peers will work with the City to develop a public process for identifying community
barriers. As a first start, we will summarize meaningful feedback learned through RFTA's Travel.
Patterns Survey.
We understand that this will likely involve surveys, a Web site and in-person community
engagement. Fehr & Peers will work with City staff to identify meaningful questions to ask the
community both in-person and through an online survey. Fehr & Peers will augment the Short
Range Transit Plan's August public workshop with these questions; we expect the online survey to
follow our August outreach. We assume that no additional public workshops or focus group
meetings are necessary but that Mobility Lab-specific information will be incorporated as
appropriate. We understand that the City may create a Web site and/or host additional pop-up
events using some of the same information we produce for the Short Range Transit Plan's
outreach. Some additional, barrier-related questions that we are likely to ask are:
• What would it take to get you out of your car?
What services or support do you need to use transit more regularly?
• How do you view public transit in Aspen?
What modes or services would you like to see in Aspen?
Deliverables:e-mail summary of relevant feedback from RFTA's Travel Patterns Survey, e-mail list
of recommended community barrier questions for Short Range Transit Plan outreach and other
City-led outreach.
Task S. Identify Services and Infrastructure to Support Modes
Based on the goals set for the Mobility Lab, our assessment of local capacity and information
learned through the public outreach on community barriers, Fehr & Peers will recommend
services and infrastructure for make the Mobility Lab a success. This will include high-level
suggestions around pricing, necessary policy/regulation changes, potential Transportation
Demand Management (TDM) incentives and high-level recommendations regarding service-
specific infrastructure(such as locations of staging areas, drop offs and pick-up areas).
Deliverables:technical memorandum summarizing recommended services and infrastructure.

Task 6.Mobility Option Recommendations/RFI Review
Based on the recommended services from Task 5, Fehr & Peers will assist the City of Aspen by
reviewing a Request for Information for mobility providers. We expect that Fehr & Peers' efforts
will be focused on transportation-specific elements of the RFI (the City or another firm will lead
legal elements of the RFI). Fehr & Peers will further assist the City by sending the RFI to contacts
and in reviewing RFI submittals against the Mobility Lab's goals and recommend participants for
selection in the Mobility Lab.
Deliverables: distribution of RFI to organizations where Fehr & Peers already has established
contacts and broadcasting of RFI through our social media channels, up to 12 hours of time
reviewing RFI submittals and making recommendations for selection.
Future Tasks
Fehr& Peers can help with a variety of Mobility Lab implementation tasks including:
• Assisting with additional Short Range Transit Plan or Mobility Lab public outreach
• Defining operating parameters/characteristics of mobility services
• Designing traffic control elements of demonstration projects for Downtown Aspen, such
as protected bike lanes or pedestrian crossings (we frequently partner with urban
designers for placemaking elements of these projects)
• Evaluating the Mobility Lab based on relevant performance measures; in addition to
conventional data sources, Big Data may be available retroactively (for May and June
2017) that could be used for 2018 comparisons
We will prepare additional scope language and a cost estimate.for any of these future tasks upon
request.
