Durant Avenue DATE: February 18, 2000 Eric Aanonsen of Cottle Graybeal Yaw Architects, as a representative of The Little Nell Hotel, owner, has requested an Exemption by the Community Development Director from the Growth Management Quota System (GMQS) provisions pursuant to Section 26.102.040 of the Land Use Code. The action that triggers the GMQS provisions is a request to convert two hundred and forty one (241) square feet of space currently used as a corridor into net leasable space for the "Lodge Restaurant." The existing net leasable square footage for the "Lodge Restaurant" is 2959 square feet. 3200 square feet of net leasable was mitigated for in the original Little Nell SPA approvals dated 1986. Therefore, the increase in net leasable does not required additional mitigation, but does require a GMQS exemption. The request qualifies for this exemption by determination that the following conditions exist: 1. The expansion is not greater than two hundred fifty (250) square feet of net leasable area in size. 2. The expansion has already been mitigated. 3. Parking spaces for the expansion were provided for in the original approvals. 4. The expansion will cause no visual impact upon the neighborhood in that the expansion is totally contained within the existing building. 5. Overall, there will be minimal, if any, additional demands upon the provision of public facilities and services due to the expansion. The Community Development Director may approve an exemption to the GMQS provisions. The Little Nell — Dining Room Remodel Dear Sarah, Thank you for taking the time in December to review the Dining Room Remodel we are currently working on for The Little Nell. Following and attached is information intended to document our discussion. Please review this material carefully, as The Little Nell is moving ahead with this project based upon these assumptions. To begin with, we reviewed the Net Leaseable Analysis provided to you in October of 1997 which indicates 3,200 S.F. of The Little Nell is approved for "Lodge Restaurant" per the 1985/86 SPA. The 1997 net leaseable comparison indicates 2,959 S.F. of Lodge Restaurant currently existing within The Little Nell. I noted that this 2,959 S.F., per our calculations, includes only the dedicated dining areas within the current Little Nell Restaurant, and does not include the square footage of the existing foyer, entryway, and dedicated circulation corridor (these areas were considered non -net leaseable square footage). Of note, if the 1997 comparison square footage were to have included these non -net leaseable areas, the total square footage of Lodge Restaurant would equal 3,435 S.F. Per our ensuing discussion, you indicated that the Little Nell is entitled to 3,200 S.F. of net leaseable Lodge Restaurant area (per the SPA). This square footage addition would need to be documented via a GMQS Exemption Application, but would not be subject to employee mitigation. You also noted that The Little Nell may increase the Lodge Restaurant square footage to greater that 3,200 S.F., by up to 244 S.F., via the same application, but that this additional square footage would be subject employee mitigation. You confirmed that net-leaseable area may be converted to non -net leaseable area at no penalty, and may be subjeci to recovery back to net leaseable area by the LAe Nell in the future. With the above comments in mind, the Little Nell will be proceeding with their Dining Room Remodel as follows: - Increasing the Wine Room private dining space by: 259 S.F. - Converting 18 S.F. of the Upper Level Dining Room to Pantry Storage (- 18 S.F.) (net leaseable conversion to non -net leaseable) TOTAL NET LEASEABLE AREA GAIN 241 S.F.* (Total Lodge Restaurant Area = 2,959 current + 241 new = 3,200 S.F.) *Please note that after discussion with The Little Nell, the portion of the remodel involving the Foyer and Coat Room will be of no consequence. While construction is occurring in these areas, there will be no net-leaseable square footage gain, only an exchange of non -net leaseable area to non -net leaseable area. The 1986 Little Nell SPA documents indicate that the approved commercial gloss leaseable square footage for the project was 40,882 square feet. According to.the calculations that you have provided our office. the existing gross leaseable square footage . is approximately 39,087 square feet. This indicates that prior remodels and changes within The Little Nell have not resulted in an increase to their approved dross leaseable squard footage. Any proposed changes trust also be reviewed to deterr.1ine if the development will be exempt from competing in the Growth 'Management Quota System (G1MQS), per Section 26.102.040 of the Land Use Code. As we have discussed, this determination is based on wht!ther the development results in an increase to the existing net leaseable square footage_ I recommend that you contact a City Planner to discuss the specific criteria that are used to determine if development is exempt from GMQS. A written description of the existing conditions on the property which are requested to be altered via the amendment or exemption. 2.' Such site plan drawings or elevations as may be necessary to adequately evaluate the proposed amendment or exemption. A listing of all previous development approvals granted to the property, with the approximate dates of said approvals. 4. A copy of any recorded document which affects the proposed development, including but not limited to recorded plats, agreements and deed restrictions.
