Re: Insubstantial Changes to Snyder Park PUD
Dear Chris,
The following are several changes to the approved PUD which Julie Woods felt could be
covered under an Insubstantial Change Criteria.
1. Reduce the parking spaces on Kathryn's way (access road) from 4 to 3, and
add an additional 4 parallel parking spaces on Midland Avenue.
2. Reduce the width of the access road from 24 feet (curb to curb) to d� W
22 feet (curb to curb).
3. Implement a curb and gutter along Kathryn's way on both sides of the access
road (this will allow for a more efficient drainage system and prevent autos .�
from parking within the park area and on the access road).

Chris,
As we discussed, we would like to amend the Snyder PUD to remove the
ditch
through the housing portion of the property. This extension of the
Riverside
Ditch passes behind building E and between Buildings D and E before
heading
through the courtyard and into the south pond. While this ditch was
seen as
a wonderful amenity for the housing component, issues have arisen
during
construction which provide us with an incentive to remove this
feature.
During excavation of building E, we encountered significant ground
.Hater -
The hole for the foundation was filling to depths of three feet.
Reports by
HP Geotech showed that this condition would cause basement flooding
unless
significant drainage measures were taken to protect the buildings. We
installed a drainage system around building E at significant cost.
Our architect, landscape architect, contractor and geotechnical
engineer
have all advised us to remove the ditch feature. Each feels that
introducing
a water feature into an environment where water has already proven to
be a
problem would be a mistake. They feel that the Housing Office and City
would
be increasing the risk of drainage problems in that unit.
Due to this, we respectfully request that we be allowed to amend our
PUD to
remove the ditch feature. While we understand that water would be nice
in
the site, the above concerns combined with the prevalence and beauty
of the
park's water features seem to more than compensate for the loss.
