AN ORDINANCE REPEALING AND REENACTING SECTION 5 OF ORDINANCE NO. 1
(SERIES OF 1981), SO AS TO REDUCE THE QUORUM REQUIREMENT FOR THE
TRANSACTION OF BUSINESS OF THE COMMERCIAL CORE AND LODGING AREA
COMMISSION FROM FOUR (4) TO THREE (3) MEMBERS
WHEREAS, the City Council desires to repeal and re-enact
Section 5 of Ordinance No. 1 (Series of 1981), establishing a
Conmnercial Core and Lodging Area Commission, so as to reduce the
quorum requirement for the transaction of the Commission's busi-
ness from four (4) to three (3) members.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ASPEN, COLORADO:
Section i
Section 5 of Ordinance No. I (Series of 1981) be and the same
is hereby repealed and reenacted to read as follows:
"Section 5. Rules of Procedure, Generally.
A quorum for the transaction of business of the Commis-
sion shall consist of three (3) of the members. The
Commisson shall establish regular meetings and special
meetings may be called by the secretary of the Commis-
sion on the request of the Chairman or any two members,
on at least twenty-four (24) hour written notice to each
member of the Commission provided that a special meeting
may be held on shorter notice if all members of the Com-
mission are present or have waived notice thereof. No
business shall be transacted at any special meeting un-
less it has been stated in the notice of such meeting.
Ail regular and special meetings of the Commission shall
be open to the public except for executive (closed door)
meetings as are permitted by law. Citizens shall have a
reas°nable opportunity to be heard and all minutes and
otherl records of actions of the Co~nission shall be made
available to the public.
The Conm]ission shall adopt by-laws fOr the conduct of
its business not inconsistent with this ordinance and
shall adopt such rules of procedure as it deems neces-
sary.
Section 2
If any section, subsection, sentence, clause, phrase, or por-
tion of this ordinance is for any reason held invalid or unconsti-

tutional by any court of competent jurisdiction, such portion
shall be deemed a separate, distinct, and independent provision,
and such holding shall not affect the validity of the remainin9
portions thereof.
Section 3
A public hearing on the ordinance shall be held on the ~
