A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN,
COLORADO, RECOMMENDING TO THE CITIZENS OF ASPEN SUPPORT
OF STATE REFERENDUM A, THE TRANS REFERENDUM
WHEREAS, Governor Owens has created a plan for financing state
highway projects by borrowing against anticipated federal highway revenues in
order to accelerate transportation projects in the state, and
WHEREAS, the Statewide Transportation Advisory Committee is
comprised of elected officials and citizens serving local jurisdictions from all
parts of the state who have experience and expertise in transportation planning,
needs assessment and financing, and
WHEREAS, the Statewide Transportation Advisory committee has
reviewed the plan to ask the voters to borrow $1.7 billion for the acceleration of
transportation improvements including but not limited to the 28 highway projects
on the Statewide Priority list ("7~ pot projects") and resurfacing programs
throughout the state, and;
WHEREAS, the City Council has reviewed the plan and the
recommendation of the Statewide Transportation Advisory Committee, and
WHEREAS, the TRANS ballot question (Referendum A) would allow the
state to save money by building projects in larger segments and would result in
avoided construction inflation costs now running at about 9 percent (9%) per
year; and
WHEREAS, the members of Statewide Transportation Advisory
Committee have advised the commission on resource allocations for 7th Pot
projects, resurfacing and Other Regional Priorities and this advice has been
adopted by the Transportation Commission, and
WHEREAS, the Statewide Transportation Advisory Committee
representative and the City Council agree with the Transportation Commission
that the TRANS bonds are in the interest of the entire state, not just a portion
thereof, and
WHEREAS, the savings generated by efficiently managing the future
revenues will be used not only to accelerate already agreed on priorities but will
also be reinvested in the Other Regional Priorities program that is the primary
source of construction within many local jurisdictions, and
WHEREAS, the TRANS referendum is accompanied on the ballot in the
Denver Metro area by a question authorizing RTD bonds to provide a transit
component to the congestion in the Southeast corridor. Building of the two
together can save up to $300 million construction costs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ASPEN, COLORADO:
Section 1
That the City Council recommends the voters of the city of Aspen approve
Referendum A as a means of more efficiently managing transportation finances
by allowing the construction of projects on an accelerated schedule and in larger,
more efficient segments with the result that the entire state will benefit from the
planned expenditures.
AND FURTHER THE City Council also recommends the voters of the
Regional Transportation District approve the bonds allowing construction of
transit in the Southeast corridor as a necessary supplement to the highway
improvements for that area. Both projects are necessary to provide efficient
transportation and traffic congestion relief in the corridor.
