(Series of 1999) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, OPPOSING INTERIOR APPROPRIATION RIDER FOR AN ADDITIONAL $2 MILLION FOR THE GRAND MESA - UNCOMPAHGRE - GUNNISON AND WHITE RIVER NATIONAL FORESTS ASPEN PROGRAMS WHEREAS, there is no conclusive evidence that aspen have to be cut to regenerate in Colorado, and WHEREAS, there are numerous cases where aspen have not regenerated in the Grand Mesa - Uncompahgre - Gunnison National Forest region after being clear-cut, and WHEREAS, after timber sale preparation and road building has been completed, aspen harvesting is done at a net loss to taxpayers, and ~\ WHEREAS, the additional $2 million will double the amount of aspen harvesting done in the Grand Mesa - Uncompahgre - Gunnison and White River National Forests next year, and WHEREAS, the Forest Service in Colorado has a tremendous backlog of projects that could enhance Colorado's environment and its recreation and tourism industry --- projects that include better stewardship of wilderness areas, restoration, road and trail maintenance, and wildlife protection, and WHEREAS, the Forest Service did not request this appropriation, and it is our belief that all determinations made to increase. or decrease aspen clear-cutting areas should be in accordance with the Forest Service Master Plan and full local review. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: That the City Council is opposed to the rider that will require an additional ~. $2 million to be spent on the aspen programs for the Grand Mesa - Uncompahgre - Gunnison and White River National Forests. r-', ! ,'~ ~.
