RESOLUTION #99 (Series of 1999) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, IN SUPPORT OF THE PITKIN COUNTY OPEN SPACE AND TRAILS BALLOT QUESTION WHEREAS, the Pitkin County Open Space and Trails Program was approved by a popular vote on November 6, 1990; and WHEREAS, the Open Space and Trails Program has significantly enhanced the quality of life for Aspen residents and visitors by protecting scenic open space such as the Moore Property, critical habitat such as the Northstar Preserve, and by providing and maintaining recreational trails such as the East of Aspen trails; and o WHEREAS, the Open space and Trails Program has been an effective partner for the Aspen Parks and Recreation Department by working together on trails, trail connection, related infrastructure improvements such as the Maroon Creek Bridge, and protection of open space; and, WHEREAS, the current 2.5 mil levy expires on December 31,2000; and WHEREAS, continued development pressures and escalating real estate prices in within and around Aspen justify an extension and increase in the Program's mill levy from 2.5 to 3.75 mills, and increase in bonding capability by an additional $12 million, and an extension of the program for an additional ten years to 2010; and WHEREAS, the City of Aspen heartily supports reauthorization of the Pitkin County Open Space and Trails Program, including the preservation of scenic vistas, wildlife habitat, and important recreational lands. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: That the City Council hereby supports the proposed ballot question and believes that approval of this question will enable the Open Space .and Trails Program to ,r", continue to purchase and protect open space, as well as purchasing, developing, maintaining and managing trails linking to the City of Aspen's trails. ~. .,-..,.. 1""""'. That by encouraging a YES vote on referendum lA, the City Council hereby encourages all Pitkin County registered voters to vote "Yes" on Referendum lA, as approved by the Pitkin County Board of County Commissioners Dated: ~I /7~ ) Rachel E.
