Dear Aspen Grove Homeowner:
At the November 19th meeting it was decided to imme-
diately send out a survey concerning the possibility of
annexati.on to the City of Aspen. Please consider this

Annexation will financially benefit all property owners
with respect to water fees, trash collection fees and lower
insurance rates. (Approximate savings per average Aspen
Grove Homeowner = $150 per year.)
Annexation will add 2 mills taxes which on the average
Aspen Grove Homeowner will be about $20.
Please answer and return this petition by December
6th, 1969.

Dear Aspen Grove Home Owner:
This letter is to inform you of the most recent developments in Aspen
Grove and to request that you fill in the enclosed surveys and return
them in the enclosed stamped envelope by April 15th.
l) The State Highway Department has improved the entrance to Aspen
Grove at Colorado Highway 82 at no cost to the homeowners. Your
$5 donations have been recorded and deposited to the Aspen Grove
Homeowners Association account in the Bank of Aspen.
2) The Pitkin County Road crew has installed some "No Parking" and
"Tow Away" signs on the Aspen Grove road (McSkimming Road) to alle-
viate the hazard created by cars parked on the road especially
during the snow season. The Pitkin County Sheriff's Department has
been ticketing offenders.
3) There have been a few inquiries as to the status of the Aspen Grove
Homeowners Association. One owner has asked for and received his
original $10 good faith money.
4) I have been to the County Commissioners concerning possible paving
of the Aspen Grove road. They have indicated that if the Aspen
Grove Homeowners and other owners along this road will donate money
to the Pitkin County Road and Bridge fund, the Aspen Grove road
will be given a higher priority. If we can each donate $50 or $100
we can possibly get paved this year. This depends very much on
available county funds as our donations would most probably not
amount to more than 30% of the total cost. If we do not option to
donate these monies, the possibility of paving within the next few
years is remote and possibly not for five to ten years. At present
there are two roads which the County Commissioners have made comrnitt-
ments for improvements this year. How many other roads (including
our Aspen Grove road) will be improved depends upon available money,
time, and practicality. We can help with money. It was believed
that the paving would go just beyond Olivia Jones' driveway in
Block III or possibly to the cul-de-sac at the end of the road
above Norris Taylor's house.
5) I have discussed with some of the homeowners their opinions and/or
wishes concerning what to do about existing violations of our
subdivision restrictions. A suggestion was made to include
questions concerning this in this survey.
6) I have been to the Aspen City Administrator for information con-
cerning annexation and a separate survey sheet on this is enclosed.
7) Due to complications and misunderstandings with the lawyer who was
to draw up our incorporation papers we have had no action on this
aspect of the Aspen Grove Homeowners Association. At present we
have no legal counsel and no steps are being taken to achieve
incorPoration.
The following two surveys are for information and opinion and are not
requests for money or committments for annexation. Please consider the
questions carefully and answer them so that any desired action can be
taken. If you wish a copy of the results, please enclose a stamped
self-addressed envelope and I will send the information to you as soon
as it is tabulated.

Because of the recent City of Aspen annexations, one of which
is contiguous to Aspen Grove, I have gathered the following infor-
mation for your benefit and request that you read it (verify it,
if you so desire) and answer the question about whether or not
you wish to consider annexation at this time. Return with the
Aspen Grove General Survey by April 15th.
If Aspen Grove (Mountain Valley and Knollwood) is annexed to
the City of Aspen, existing homeowners would have the following

Other REAL considerations

1) The City would not enforce existing subdivision restrictions
except those which coincide with city ordinances. They would
still be in effect but would remain enforceable as at present.
2) The residential zoning would remain the same and be enforced
R-l5 zoning with the exception of all existing variances except
for rooming houses and transient rental properties which would
be required to have city licenses, collect bed taxes, etc.
3) The city would consider accepting any private roads that
meet city size requirements.
4) If annexed the county would very probably not maintain the
road and winter plowing would not be as good as at present.

On Wednesday evening November 19, 1969, at 8:00 P.M. there will be
a meeting of Aspen Grove 6wnor8 in the Council chambers of the City of Aspen.
At this meeting there will be presented and discussed the following:
1.
A financial and activity report of the Aspen Grove Home Qwners
Association. .
Information concerning the incorporation of the AGHO with possible
support by the Benedict Land and Cattle Company (a Representative
of the Benedict Company will be on hand to present their proposals).
Discussion of possible litigations concerning violations of
restrictive covenants in Aspen Grove and Riverside.
Information concerning the advantages and disadvantages to the
City of Aspen (Leon Wurl, City Administrator will be on hand to
answer questions).

This meeting is the first formal meeting to. be held in over two years.
It is about time we all got together to find out who our new and old
neighbors are and how we wish to Govern ourselves with respect to our
restrictive covenants.
