William McEachern Gentlemen: The Aspen PlanniI;lg and Zoning Commission held a public hearing on the zoning of the territory to be annexed (Ordinance No. 16) and following the hearing held a meeting with Jerry Brown to discuss the zoning in relation to the work in progress on the Aspen Area Plan. We recommend to the City Council that the territory to be annexed be zoned with the samedesignation,;"as now exists in the County with the exception of the Institute properties, and that two new zoning classi- figations be established for the Institute properties -T-l and R-30. ' The propo~ed T-l zone would be of lesser density than the existing T zone. It would allow one single family dwelling per 15,000 square feet, duplexes would not be permitted, one lodge, hotel or motel unit per 2,000 square feet. The R-30 zone would be similar to the existing County R-30 Zone. The Aspen Company Subdivi- sion, now R-15 should remain in this same classification, already provided for in the City Zoning Ordinance. The portion of the Institute property lying north of the Roaring Fork River, now in R-30, should remain in that classification. Pae_pcke 1949 a 1'/1'-' e ')( 4---r1 '" n -p~V\ n I V\ Gf December 6, 1965 City Council City of Aspen Aspen, Colorado Gentlemen: Re: Aspen Institute Property Zoning - - New City Annexation In connection with the annexation and zoning public hearing meeting of the City Council at 5:00 p.m. on December 6, 1965, involving all of the Aspen Institute property, I wish to go on record as requesting that all of the Institute property south of the Roaring Fork River be zoned T-l, rather than a portion zoned T-l, and another portion zoned R-15, specifically the Second Aspen Company Subdivision property on the east side, which has been acquired recently. This letter becomes a confirmation of my presentation of the Institute's master plan to the Council, and I further request that it be attached to the minutes of the meeting for further reference. Attached is a plat showing the Institute property boundaries and the growth plans of the Institute, With the zoning now adopted, the Institute is unable to further its growth pattern because of the restriction of the R-15 zone, preventing the building of institutional-type buildings. In view of the fact that all housing facilities of the Institute are located between the Roaring Fork River and Castle Creek, away from any adjacent properties, and the master plan is to preserve the natural state of the property as much as possible by grouping building areas, as shown on the plat, it will be impossible to carry out this theme and the Institute plan under the present zoning. Therefore, please allow this to be of record as a formal request to zone all of the Institute property T -1 in order that the Institute may proceed with its proper growth plans, which certainly will be a benefit to the City and an improvement to all the surrounding property. SSW. all of the Sixth :principal Meridian. j' ,-". ~ l'~ ..;:.~ -.... -",,.. ~, "" RES 0 L UTI 0 N WHEREAS, the City Council of the City of Aspen, Colorado, has adopted on second reading on the 20th day of october, 1965, Ordinance No. 16, Series of 1965, providing for the annexation of certain territory to the City of Aspen, Colorado, and described in Exhibit "A" attached hereto; and WHEREAS, said Ordinance is scheduled to become effective on the 8th day of November, 1965; and WHEREAS, the Aspen Planning and Zoning Commission has held a public hearing for the purpose of giving all persons in interest an opportunity to be heard on the question of zoning said territory, herein described in Exhibit "A", to be annexed to the City of Aspen by Ordinance No. 16, Series of 1965; and WHEREAS, the Aspen Planning and Zoning Commission has recommended to the City Council of Aspen, Colorado, that said territory to be annexed be zoned with the same designation as now exists under the Pitkin County Zoning Resolutions, with the exception of the Aspen Institute properties, for which they recommend new zoning classifications be established designated T-l and R-30; and WHEREAS, Pitkin County, Colorado, by Zoning Resolution has heretofore zoned said area, and such zoning should be retained until the area is zoned by the City of Aspen, Colorado; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aspen, Colorado: ,,-,. ,~ ,;.-Ml._ ~ , ~". .....!IO.4"' 1.
