A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN,
COLORADO, DIRECTING THE CITY MANAGER TO PROCEED WITH THE
PURCHASE THE WOODY CREEK PARCEL ON BEHALF OF THE CITY OF
ASPEN, COLORADO AS OUTLINED BELOW FOR DEVELOPMENT AS A
COMPONENT OF ITS INTEGRATED WATER SUPPLY SYSTEM.
Whereas, the City, as a municipal water provider, must plan responsibly for
the future water needs of its customers, and must develop and maintain a legal,
reliable water supply to meet those demands; and
Whereas, in recent years, development of the City's water rights and supplies
has been informed by consideration of the impacts of global climate change,
which is expected to affect the timing and availability of water supplies as well
as both timing and amount of anticipated water demands; and
Whereas, water storage rights and facilities are important components of the
City's long-range water supply planning; and
Whereas, the City has determined that it is responsible and prudent to maintain
and develop existing conditional storage rights and to develop water storage
facilities and related infrastructure; and
Whereas, the City and its consultant, Deere and Ault have identified a property
located in the Woody Creek area of Pitkin County described as "Pitkin County
Parcels known as R003161 and R015286" (hereinafter the "Woody Creek
Parcel") as a high value property for water storage; and
Whereas, the City strives to be a leader in planning for and developing
innovative strategies for maintaining safe and reliable water supplies for a
vibrant community while balancing the needs of its surrounding natural
environment,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ASPEN, COLORADO,
That the City Council of the City of Aspen does hereby authorize the City
Manager to complete due diligence regarding the purchase of the Woody Creek
Parcel, and, if appropriate following the completion of all investigation of the
parcel, to execute all documents required and necessary to purchase the Woody
Creek Parcel, and directs staff to proceed with plans to develop the Woody Creek
parcel for water storage as one component of its integrated water supply system.
