HomeMy WebLinkAboutresolution.council.148-17 RESOLUTION #148 (Series of 2017) A RESOLUTION APPROVING A CONTRACT BETWEEN THE CITY OF ASPEN, COLORADO AND ALTA PLANNING AND DESIGN, SETTING FORTH THE TERMS AND CONDITIONS OF ENGINEERING ASSISTANCE FOR THE ASPEN MOBILITY LAB. WHEREAS, the City of Aspen is committed to maintaining a high quality of life for residents and providing a superior visitor experience, and WHEREAS, quality of life and experience is greatly influenced by the way community members and visitors move into, out of, and around Aspen, and WHEREAS, Aspen's current mobility options are not competitive with the personal automobile, which encourages the use of single-occupancy vehicles, and WHEREAS, single occupancy vehicles lead to traffic, air quality and safety concerns, and an overall reduced experience, and WHEREAS, the City of Aspen aims to experiment with new mobility services with the hope that new mobility options can compete with the personal automobile and provide better options for community members to move, and WHEREAS, the City of Aspen supports residents and visitors in choosing low carbon transportation options, and WHEREAS the City of Aspen seeks to test new modes of transportation during a lab in the summer of 2018, and WHEREAS to accommodate new modes of transit, the flow of traffic and parking in downtown Aspen must be altered, and WHEREAS these alterations to the downtown area will increase opportunities for businesses and community vitality, and WHEREAS engineering expertise is needed to safely design the downtown area and neighboring parking lots NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 1 That the City Council of the City of Aspen hereby approves the Contract between the City of Aspen, Colorado and Alta Planning and Design that sets forth the terms and conditions of the design assistance for the Aspen Mobility Lab, a copy of which is incorporated herein, and does hereby authorize the City Manager of the City of Aspen to execute said Contract on beh4K of the Ci f Aspen. Project Management Project Manager Sam Piper and Joe Gilpin will share day-to-day project management tasks, including scheduling meetings, preparing invoices and being the primary point of contact throughout the project. Sam will maintain open lines of communication with the City of Aspen Project Manager,and see that the schedule established for the project is maintained. To kick-off the project,Alta will attend a phone or web meeting(kick-off meeting)with City of Aspen Engineering staff following the issue of the project notice to proceed.This call will focus on confirming the scope of work and establishing expectations,critical dates and milestones,etc.This meeting will also confirm file sharing protocols. The City of Aspen will provide Alta will the necessary CAD information developed to date,and plans to commence work on the project. Task 2.Materials Definition Alta staff will work with City staff to understand and define the materials and details necessary to implement a spring 2018 demonstration project. Items to discuss will include paint widths,bikeway separation materials,bulbout design and other circulation issues.This task includes one conference call with City staff and substantial materials research on our part to bring ideas to the table. Task 3. Sign Design/Definition With the proposed circulation changes to Downtown Aspen,a substantial family of temporary signs will be needed to convey the changes to the public.We will define,working with City staff,the methods of installation of temporary signs and the sign families that will need to be discussed. This task may include coordination with the upcoming Aspen wayfinding project and the selected consultant for that effort. Task 4. Loading Zone Typology Development Alta will tap our in-house expert in new mobility to bring best practice in defining loading zones for a variety of ride sharing services.Services such as the Downtowner,Uber,Lyft and others are expected to play a larger role in the future of Aspen's mobility. Proper delineation to promote compliance will be a key point of success in the transformation of downtown. Task 5. SO% Plan Development We understand the City of Aspen has conducted some initial work to set up a base and define use areas within the project area. With Tasks 2-4 undergoing review and discussion we feel that a 50% plan set can be created as a first submittal.This submittal will convey the proposed circulation changes including the transition of portions of Hopkins, Hyman, Mill,and Cooper to one-way vehicle circulation. Separated bike lanes,painted bulbouts and parking changes will also be a part of the design scope.The construction documents will be organized around the following sheets: • Title Sheet • Placeholder General Notes • Signing Plan Sheets • Striping Plan Sheets • Placeholder for Special Details Aspen Intersection Mobility Analysis I3 Alta Planning+Design • Placeholder for Utility Detail Sheets • Estimate It is anticipated the sheets will be at a scale of 1:40 and be suitable for printing at 22"x 34"or at 11"x 17'. Following completion of the 50%plan set,Alta will submit the plans to the city for review in electronic pelf format. Exclusions: Design work performed by Alta will not include: • Electric vehicle charging station plans/schematics.Locations and electric tie • Drainage changes • Hardscape changes(curb/gutter/sidewalks) • Landscaping design beyond planter locations • Design of parklets/caf@ seating areas.These locations will be identified as'Activation Areas' Design of Education/Mobility Kiosks and/or monitor displays.
