residents of the City. The effective date of the annexation of
your property to the City was March 30, 1967. As of that date
you are entitled to the many services enjoyed by all city tax-
payers. I will list a few of the more important ones; police
protection, city street repairs and cleaning, street lighting,
and dog control.
There are also many ordinances controlling and governing
various phases of our community life. These are far too numerous
to mention in this letter. Should you have any questions relating
to any specific problems please feel free to contact the proper
official or the City Admiriistrator at the City Hall and they will
be happy to assist you. I am enclosing for your convenience a list
of the city officials and phone numbers.
For the new residents that are now supplied city water
you will enjoy an approximate 50% reduction in your water charges.
All residents should contact their insurance company and inquire
if there should be a reduction in your fire insurance rates.
If you are in the lodging retail sales or restaurant
business you will be liable to collect and submit 2% room rental
and/or sales and use tax ,as pertains to your business. You will
receive separate information in regard to the collection of these
taxes.
While I am on the subject of taxes, you will not be
assessed any ad valorem or real estate taxes for the balance of
this year. This will not, however, reflect the type of services
which you may avail yourself of. All city services will be made
available to you.
I want to again welcome you to the City of Aspen and to
express Our sincere desire to satisfy the needs of the entire
population of the City as best we can with all of the means that
are at our disposal.

Dear Hr. Brown,
Enclosed you will find a copy of the south
side annexation petition describing the property
belonging to Spar Consolidated Mines Company \;hich
is included in the proposed annexation. I am also
enclosing a map that shows the boundaries of the
proposed annexation and an agreement which also
describes the property that you own that is in-
cluded in the annexation proposal. This agreement
provides that you agree to our splitting the pro-
perty owned by your company. Part of it would
be inside the City but the majority of it would
remain outside the City. We sould appreciate very
much your signing of both the annexation petition
and the agreement.
I have talked at great length with the Aspen
Skiing Corporation and they have informed me that
they will send you a letter stating the position
that they have taken on the annexation. Since the
majority of your land is leased to them for the
skiing activities their opinion of the annexation
will be of importance to you.
If you have any questions relating to this
subject, please feel free to call me collect at
area code 303 925-7315 here in Aspen and I will
attempt to answer any questions that you might
have.
Sincerely yours,

Dear Mr. Wurl:
I have your two notices regarding the annexation to Aspen of Lot 7, K'~~
Claderwood Addition amd Lots~ 1 through 8 , block 8, Riverside Addition.~\'
I do not know why the City keeps sending us information on Calderwood
Lot 7 under the name of Beth Loufek for we bought the lad from her ~~e~A ~
a year ago, the deed is recorded Reception No. 121569, Book 215, pa~ '
As I pointed out in previous correspondance, we would probably be in favor
of annexation to the City if we just knew what the zoning would be.
You see Lot 7, Calderwood has been zoned for fourplex and all our Plans~
hinge on this.
Riverside Addition Lots 1 through 8 Block 8 are surrounded by four-plexes
and althought eh present county zoning would not permit this it seems
strahge to have a spot zoning different from the usage to the East,
South and West. I do not know the zoning across the street to the North-
How can we fi nd our-the proposed zoni~g if thi s is annexed? We wi 11 be
in Aspen the weekend of Aug.20, will this be too late for your purpses?
If we are annexed will there be an official map of the Riverside Addition?
The original seems to have been lost so how can we tell if our survey'
agrees with the City new survey?
If you need to know this sooner than the week of Aug. 20 please call
me collect at 443-3350 daytimes or 443-1568 evenings. Better make it
a personal to person call.

Dear Mr. Wur 1 :
Thank you for sending me the fact sheets on the annex
petition. I have several questions 1 would appreciate
your answer ing.
Weston C. Pullen of Westport, Conn. and I own a lot in
the Tipple Woods subdivision above the Tipple. As you
know, this property is not only outside of Aspen, but
also outside of the Aspen sewage district.
If our land would be annexed into Aspen will this allow
us to (1) tap onto Aspen water, (2) tap onto the Aspen
sewage district?
The reason these questions are important at this time is
that we plan to build on the site this summer if we can
satisfactorily work out these problems.

Dear Mr. Tipton:
I'm sorry to be so late in answering your letter of
JUly 8 requesting information relating the annexation. I
have attempted to get some information relating to your
second question on ti1S tap onto the sanitation lines. First,
you would be entitled to tap onto the water system for the
inside the city limit rate which on a 3/4" tap is $50 and
it is $100 outside the city.
lB relates to your question on the sanitation tap,
at the moment 1 tile Sanitation District is not allowing taps
onto the system from areas outside the district. ~owever,
they have several requests before them now for consideration
to change that policy. One of these is a request on behalf
of the City to attempt to clean up the septic tanKS in the
area. Their OvID consulting engineer recow~ended that they
allow these people to tie on. HOliI'ever, I can't give you a
clear cut answer as to whether you can or not.
Ole reason why the sanitation is up in the air at the
moment is that they have voted to establish what they -call
Aspen Metropolitan Sanitation District which covers a larger
area than the present Sanitation District but would work in
connection with them. There \iill be a bond election forth-
coming to provide the money to construct a plant and the sewer
lines, etc. I am assuming that part of the hesitancy on the
part of the Sanitation District to change their policy is
that if they district were not to be successful ti1ey would
then be in a position of overloading their plant \-lith people
outside the sanitation district and they would not be able to
handle the added load.
~,
""",
"',
If the new sanit<ition district is formed in connection
with the existing one, they would then, I <im sure, allow the
people to tap on because it would be just a matter of time
before the entire area would be covered by sanitation facil-
ities.
Very truly yours,
Leon A. wurl

RE: So.uthAnnexatien
Gentlemen:
t<~:~'-~:'''~~;\
iii;.!J) ,!(fj r~
~.......~~ V\~/V
The refusal of the Aspen Skiing Cerporation to consent to a divi-
sion of its prepeitiesby theSeuthAnnexatien has necessita, ted a
change in the description efthe territory to be annexed. The
whole annexation ceuld be subject to attack if the petition were
to be filed with the new description when those signing the
peti, tion did so on the basis of the old description. 'We have the
fellowingalternatives:
1. We could start ever and circulate anew petition,
whichweuld bethesafestceursefrem a le<!fal
standpeint, but there will be the risk that not
enough signatures could be obtained this time.
/'
All those who. signed the petition ceuld be in- V"
formed by alet'terof the changed descriptien,
and instructed that signatures could be with-
drawn before the date of filing thepetitien.
This method might withstand legal attack, but
again weweuld run theriskef tee many with-
drawals of signatures.
. '
3. The signers efthe petitien could be informed
ef the description ef the new territory, but
net informed of their right to. withdraw signa-
tures. I believe this method would be less
likely 1:6 withstal:ld attack than number 2 above.
4. We could proceed with the amended description
without informing the signers. In view ef the
indications of attack on the annexation, this
would not be wise.

Dear Mr. Nordstrom:
..
I am ,writing in regard fo your request for
a letter pertaining dlO your question of the ~arking
area of the Aspen Inn property should they annex
to the City.
Thlll parking requirements of the City are
less than those of the County, I am enclosing a
copy of them.
At present, for the JSuildings that you have
as .relates to our code, you would need 44 parking
spaces. You now have available 71 spaces. Based
on that, you would be able to construct new buildings
or add other buildings, provided that it corresponded
with our ratio for required parking spaces.
At this moment, I would be unable todetermiM
what you would actually need since we don't have plans
available describing either the use or area for the
proposed new construction.
I hope this answers your questions.
Sincerely yours,

Dear Mr. Wurl:
I have your letter of August 5, asking for my
opinion with regard to the proposed annexation
to the City of Aspen.
On May 5,1966, I sold my equity interest in
Aspen Alps Apartment No. 16, and thus could
not be counted as having a qualified opinion on
this base.
I am in the process, however, of acquiring
Aspen Alps Apartment No, 214, which process
is not yet complete.
I would be in favor of the annexation if qualified,
Very truly yours,

National Bank of Commerce of San Antonio
San Antonio, Texas
Dear Mr. Bennett:
q Regarding your letter of Auqust 12, lam enclosing
here~lith a complete petition Idth a map depicting the
area of the proposed annexation.
The annexation is being made for the following
reasons. ~~ere is a strong feeling in tile City and
outside that the built up urban area of Aspen should
be included in the tax base of the City. One reason
is that everyone would be under the City govermment
'I'lhich we feel offers better services in the area,
police protection, street maintenance, etc. F~other
reason is that it would provide a stronger tax base
for the City to operate on and of course, the more
assessed evaluation"the more bonding power the City
has to be able to do some of the in~rovements that
are going to be necessary in years to Cow~.
I think the main reason I feel that the annex-
ation should go is because that evervone associated
with Aspen and its economic structure, lodges, res-
taurants, etc., should be participating in the City
activities Clnd bear the responsibilities of the City
as well as those businesses that are located inside
the City. I hope that you feel the san~ way and will
agree to sign the annesation petition.
Sincerely yours,
