BOX V TELEP11ONE 925-7315 April 4, 1967 On behalf of the City Council and the citizens of Aspen we want to take this opportunity to welcome you as taxpayers and residents of the City. The effective date of the annexation of your property to the City was March 30, 1967. As of that date you are entitled to the many services enjoyed by all city tax- payers. I will list a few of the more important ones; police protection, city street repairs and cleaning, street lighting, and dog control. There are also many ordinances controlling, and governing various phases of our community life. These are far too numerous to mention in this letter. Should you have any questions relating to any specific problems please feel free to contact the proper official or the City Administrator at the City Hall and they will be happy to assist you. I am enclosing for your convenience a list of the city officials and phone numbers. For the new residents that are now supplied city water you will enjoy an approximate 50% reduction in your water charges. All residents should contact their insurance company and inquire if there should be a reduction in your fire insurance rates. If you are in the lodging retail sales or restaurant business you will be liable to collect and submit 2% room rental and/or sales and use tax as pertains to your business. You will receive separate information in regard to the collection of these taxes. While I am on the subject of taxes, you will not be assessed any ad valorem or real estate taxes for the balance of this year. I appreciate your sending me the sheet containing the information on the facts and figures of water, taxes, etc. should we be annexed to the City. This is an excellent idea and I hope that Aspen continues to show such_ constructive thinkigg not always evident in most cities, unfortunately. My wife and I own Lot 8, Claderwood addition, and we have no objection to being annexed Uy the city of Aspen providing we have some definite assurance that the zoning on our lot will remain the. same. Tke punccased this lot for the purpose of building a four-plex and should this be changed it will represent quite and injury to us as we have done wu.te a bit towards this end. How can we obtain this assurance? Also T recall some discussion a long time ago about the water system in Calderwood in that there was a large. pipe there but it was connected by onlw a 3/4 inch tap - hasthis been upgraded ao what it should be? Is this water system suitable to the City s.o there is no extra cost involved here? Thank you for the consideration and I would apprec ate.asauxance on the. matter of zoning for this lot. I do not know why the City keeps sending us information on Calderwood Lot 7 under the name of Beth Loufek for we bought the lad from her over a year ago, the deed is recorded Reception No. 121569, Book 215, page 34.'1/ As I pointed out in previous correspondance, we would probably be in favor of annexation to the City if we just knew what the zoning would be. You see Lot 7, Calderwood has been zoned for fourplex and all our plans \, hinge on this. Riverside Addition Lots 1 through 8 Block 8 are surrounded by four-plexes and althought eh present county zoning would not permit this it seems strange to have a spot zoning different from the usage to the East , South and West. I do not know the zoning across the street to the North - How can we find out the proposed zoning if this is annexed? We will be in Aspen the rdeekend of Aug.20, will this be too late for your purpses? If we are annexed will there be an official map of the Riverside Addition? The original seems to have been lost so how can we tell if our survey' agrees with the City new survey? As you know, this property is not only outside of Aspen, but also outside of the Aspen sewage district. Ps relates to your (uestion on the sanitation tap, at the moment, Cie Sanitation District is not allowing taps onto the system from areas outside the district. However, they have several reguea is .JEfore t.lie 'i for corsideratlon to change t.tat policy. One of ti,ese is a recue :t cn behalf of the Cite to attempt to clean up tle sentic tanks in the area. Cne reason t-.h_,, the : anitaticn is up in the air at tine moment is that they gave votes: to ezitaidlisil what they -call Aspen Metropolitan Sanitation Lei :strict which covers a larger area than ttie present Sanitation Iistrict but would work in connection with them. There will Le a i)ond election forty-,-- cominq to provide the n.:one*,,, to construct a plant and the sewer lines, etc. I am assuming that part of the hesitancy on the part of ttie Sanitation District to change ticir policy is that if the,.. district were not to be successful they would then :)e in .a position of overloacling their plant with people outside the sanitation district and they could not tie aisle to "dandle the added load. e If the new sanitation district is formed in connection with the existi6g one, tney would then, I am sure, allow the people to tap on because it would be just a matter of time before the entire area would be covered by sanitation facil- ities. The whole annexation could be subject to attack if the petition were to be filed_ with the new description when those signing the petition did so on the basis of the old description. We have the following alternatives: 1. We could start over and circulate a new petition, which would be the safest course from a legal standpoint, but there will be the risk that not enough signatures could be obtained this time. 2. All those who signed the petition could be in- formed by a letter of the changed description, and instructed that signatures could be with- drawn before the date of filing the petition. This method might withstand legal attack, but again we would run the risk of too many with- drawals -of signatures. 3. The signers of the petition could be informed of the description of the new territory, but not informed of their right to withdraw signa- tures. I believe this method would be less likely to withstand attack than number 2 above. 4. We could oroceed with without informing the indications of attack would not be wise. ince rely, 7= J,net K.
