BOX V ~ CITY OF ASPEN, COLORADO TELEPHONE 925-7315 April 4, 1967 On behalf of the City Council artd the citizens of Aspen we want to take this opportunity to welcome you as taxpayers and residents of the City. The effective date of the annexation of your property to the City was March 30, 1967. As of that date you are entitled to the many services enjoyed by all city tax- payers. I will list a few of the more important ones; police protection, city street repairs and cleaning, street lighting, and dog control. There are also many ordinances controlling and governing various phases of our community life. These are far too numerous to mention in this letter. Should you have any questions relating to any specific problems please feel free to contact the proper official or the City Admiriistrator at the City Hall and they will be happy to assist you. I am enclosing for your convenience a list of the city officials and phone numbers. For the new residents that are now supplied city water you will enjoy an approximate 50% reduction in your water charges. All residents should contact their insurance company and inquire if there should be a reduction in your fire insurance rates. If you are in the lodging retail sales or restaurant business you will be liable to collect and submit 2% room rental and/or sales and use tax ,as pertains to your business. You will receive separate information in regard to the collection of these taxes. While I am on the subject of taxes, you will not be assessed any ad valorem or real estate taxes for the balance of this year. This will not, however, reflect the type of services which you may avail yourself of. All city services will be made available to you. I want to again welcome you to the City of Aspen and to express Our sincere desire to satisfy the needs of the entire population of the City as best we can with all of the means that are at our disposal. I am also enclosing a map that shows the boundaries of the proposed annexation and an agreement which also describes the property that you own that is in- cluded in the annexation proposal. This agreement provides that you agree to our splitting the pro- perty owned by your company. Part of it would be inside the City but the majority of it would remain outside the City. We sould appreciate very much your signing of both the annexation petition and the agreement. I have talked at great length with the Aspen Skiing Corporation and they have informed me that they will send you a letter stating the position that they have taken on the annexation. Since the majority of your land is leased to them for the skiing activities their opinion of the annexation will be of importance to you. I have several questions 1 would appreciate your answer ing. Weston C. Pullen of Westport, Conn. and I own a lot in the Tipple Woods subdivision above the Tipple. As you know, this property is not only outside of Aspen, but also outside of the Aspen sewage district. If our land would be annexed into Aspen will this allow us to (1) tap onto Aspen water, (2) tap onto the Aspen sewage district? The reason these questions are important at this time is that we plan to build on the site this summer if we can satisfactorily work out these problems. I have attempted to get some information relating to your second question on ti1S tap onto the sanitation lines. First, you would be entitled to tap onto the water system for the inside the city limit rate which on a 3/4" tap is $50 and it is $100 outside the city. lB relates to your question on the sanitation tap, at the moment 1 tile Sanitation District is not allowing taps onto the system from areas outside the district. ~owever, they have several requests before them now for consideration to change that policy. One of these is a request on behalf of the City to attempt to clean up the septic tanKS in the area. Their OvID consulting engineer recow~ended that they allow these people to tie on. HOliI'ever, I can't give you a clear cut answer as to whether you can or not. Ole reason why the sanitation is up in the air at the moment is that they have voted to establish what they -call Aspen Metropolitan Sanitation District which covers a larger area than the present Sanitation District but would work in connection with them. There \iill be a bond election forth- coming to provide the money to construct a plant and the sewer lines, etc. I am assuming that part of the hesitancy on the part of the Sanitation District to change their policy is that if they district were not to be successful ti1ey would then be in a position of overloading their plant \-lith people outside the sanitation district and they would not be able to handle the added load. ~, """, "', If the new sanit<ition district is formed in connection with the existing one, they would then, I <im sure, allow the people to tap on because it would be just a matter of time before the entire area would be covered by sanitation facil- ities. Bennett, Jr. National Bank of Commerce of San Antonio San Antonio, Texas Dear Mr. Bennett: q Regarding your letter of Auqust 12, lam enclosing here~lith a complete petition Idth a map depicting the area of the proposed annexation. The annexation is being made for the following reasons. ~~ere is a strong feeling in tile City and outside that the built up urban area of Aspen should be included in the tax base of the City. One reason is that everyone would be under the City govermment 'I'lhich we feel offers better services in the area, police protection, street maintenance, etc. F~other reason is that it would provide a stronger tax base for the City to operate on and of course, the more assessed evaluation"the more bonding power the City has to be able to do some of the in~rovements that are going to be necessary in years to Cow~. I think the main reason I feel that the annex- ation should go is because that evervone associated with Aspen and its economic structure, lodges, res- taurants, etc., should be participating in the City activities Clnd bear the responsibilities of the City as well as those businesses that are located inside the City.
