HomeMy WebLinkAboutminutes.apz.20050301ASPEN PLANNING & ZONING COMMISSION MEETING Minutes March 01, 2005 COMMENTS ............................................................................................................ 2 507 SNEAKY LANE STREAM MARGIN REVIEW ............................................. 2 ASPEN PLANNING & ZONING COMMISSION MEETING Minutes March 01, 2005 Jasmine Tygre opened the regular meeting of the Aspen Planning & Zoning Meeting at 4:30 p.m. Commission members Brian Speck, Steve Skadron, John Rowland, Dylan Johns, Jack Johnson, Ruth Kruger and Jasmine Tygre were present. Brandon Marion was excused. Staff in attendance were Joyce Allgaier, Chris Lee, Community Development; Jackie Lothian, Deputy City Clerk. COMMENTS The commission and staff discussed the Fox Crossing Project. Ruth Kruger stated that she attended the City Council Meeting on the Lodge Code Amendments and Commercial Core and Mixed Use Code Amendments; Council did not make any judgments on any of these code amendments. Kruger said it was important for this council to vote on these code amendments. MOTION: Ruth Kruger moved to direct staff to write a letter urging City Council to take action on the code amendments; seconded by Dylan Johns. Approved 5-2; Tygre and Skadron opposed. Discussion of motion: Steve Skadron said that since these code amendments were before his time on the commission he could not support the motion. Joyce Allgaier said there were 12 meetings on the sections of the code amendments. Joyce Allgaier noted there was a work session on impact fees with Alan Richman and city council on March 8th at 5 pm. Allgaier added a meeting April 12th. PUBLIC HEARING: 507 SNEAKY LANE STREAM MARGIN REVIEW Jasmine Tygre opened the public hearing for the Stream Margin Review for 507 Sneaky Lane. Proof of notice was provided. Chris Lee explained that Dr. Ann Mass wanted to add a home office (171 square feet) and garage (309 square feet); the property was within 100 feet of Castle Creek therefore a Stream Margin Review was required. The total that was added to the house was 201 square feet because of the way garages were calculated for FAR; the existing structure was a total of 6,398 square feet including the ADU and shed. Staff found that the proposal meets all of the stream margin review standards. 2 ASPEN PLANNING & ZONING COMMISSION MEETING Minutes March 01~ 2005 Jeffrey Orsulak was the architect from Lipkin Warner Design and Planning LLC. Orsulak presented drawings showing the duplex property. Chris Lee noted the home office was for paper work and not to see patients. Dylan Johns asked if the office was a one story element. Orsulak replied that was correct. Jasmine Tygre asked if there was any application by the other owner of the duplex. Bob Camp was the owner of the other half of the duplex and agreed with Dr. Mass on the square footage. Ann Mass stated that once this addition was done she was done building onto her unit. No public comments. MOTION: Jack Johnson moved to approve Resolution #10, series 2005 approving with conditions a Stream Margin Review for additions to the existing residence located 507 Sneaky Lane of up to 201 square feet. Dylan Johns seconded. Roll call vote: Speck, yes; Kruger, yes; Rowland, yes; Skadron, yes; Johns, yes'; Johnson, yes; Tygre, yes; motion carried, APPROVED 7-0.
