AN ORDINANCE AMENDING THE UNIFORM BUILDING
AND UNIFORM FIRE cODES SO AS TO REQUIRE THE
USE OF BOTH AUDIO AND VISUAL ALARMS WHERE SUCH
CODES pRESENTLY REQUIRE THE iNSTALLATION OF
ONLY AN AUDIBLE ALARM; EXEMPTING "I" OccUPANCIES
AND "H" OCCUPANCIES (WITH FEWER THAN 15 APARTMENTS
OR FEWER THAN 20 GUEST ROOMS); SETTING STANDARDS
AS TO LIGHTS TO BE USED, THEIR pLACEMENT, AS WELL
AS PROPER SIGNING; AND, FINALLY, REQUIRING pRESENTLY
INSTALLED sYSTEMS TO BE BROUGHT INTO CONFORMANCE
WITHIN ONE YEAR OF THE EFFECTIVE DATE OF THIS
ORDINANCE
WHEREAS, the city council, on the recommendation of
the city fire marshall, has determined to amend the provisions
of the previously adopted uniform Building and uniform Fire
codes to require visual fire alarms in addition to those aud-
ible alarms presently required so as (1) to clearly differentiate
between burglar and fire alarms, (2) to indicate the type of sys-
tem activated, (3) to locate, for the benefit of the fire depart-
ment, the position of their connections (even though covered
with snow or vegetation), and (4) because vidio alarms demand
more attention.
NOW, THEREFORE, BE IT ORDAINED BY THE cITY cOUNCIL
OF THE cITY OF ASPEN, COLORADO:
Section 1
That Section 7-141 of the Municipal code of the City
of Aspen, colorado is hereby amended by the addition of sub-
section (q) thereto, which said subsection reads:
(q) The uniform Building code is hereby amended
by the addition of subsection (e) to
Section 3801, which said subsection shall read
as
follows:
"Sec. 3801(e) A visual signal shall be
required whenever an audible alarm signal
is required for an automatic fire alarm

system. Exception: In H occupancies
providing fewer than 15 apartmentS or
fewer than 20 guest rooms, and I occupancies.
The visual signal shall meet the following
requirementS:
1. The light used shall be of the strobe
type producing at least one million candle
power, or incandescent type which can be
plainly seen for at least 1,500 feet in all
directions.
2. Lights are to be red in color for sys-
tems equipped with a fire department connec-
tion and yellow in color for systems not
having a fire department connection-
3. In systems with a fire department connec-
tion the light is to be located at least 12'
above and as directly vertical to the fire
department connection as possible. In systems
without fire department connection the light
is to be located so as to be visible from
the nearest street.
4. A sign with the words "Fire, Call Fire
Department" (black on a white background
and large enough to be visible from the
center of the adjacent street) shall be
mounted directly above the light.
5. The light shall not replace the audible
alarm, but is to be used in conjunction
with it.
6. The visual and audio signal shall be
together on a circuit separate from all others
except exit signs.

7. Ail fire alarm systems within the city
presently in operation shall have one year
from the effective date of this section to
comply herewith."
Section 2
That Section 9-3 of the Municipal code of the City of
Aspen, Colorado, is hereby amended by the addition of subsection
(x) thereto, which said subsection reads:
(x) Section 13.307 is amended by the addition of
subsection (e) which reads:

Section 3
If any provision of this ordinance or the application
thereof to any person or circumstance is held invalid, such
invalidity shall not affect other provisions or applications
of the ordinance which can be given effect without the invalid
provision or application, and to this end the provisions of this
ordinance are declared to be severable.
Section 4
A public hearing on the ordinance shall be held on
, at 5:00 P.M. in the
City Council Chambers, Aspen city Hall, Aspen, colorado.
