MINUTES OF APRIL 6~ 2005
Chair-person Bill Dinsmoor called the meeting to order at 8:30 a.m.
Commissioners in attendance: Mark Goodman, Terry Butler, Shae' Singer,
Stan Hajenga, Don Sheeley and John Stax. Excused was Marc Breslin.
Jannette Murison, Environmental Health Department. The City Council has
requested a recycling ordinance. Jannette handed out a copy and requested
comments or concerns from the board. The two major components are
volume based trash which will be in the residential area. You pay for one
container and more for each additional container.
The second component is that recycling will be included in the base rate
service for trash.
Bill said if he hauls his own trash he shouldn't be billed.
Shae' inquired about recycling bins. Jannette said waste haulers will supply
bins. Council wants to focus on card board etc. from the businesses. There
are a lot of resources that are going to the landfill. Council wants recycling
and waste reduction measures and compost etc. The landfill will close in 15
years and when that happens, our rates will sky rocket.
Mark asked what the increase would be. Bill said it is free market and the
price will be different for each hauler. Bill requested a copy of the memo
that went to council.
Terry said her concern is if we have an extra picket that it doesn't come at
6:00 a.m. or in the middle of the night. It should come after 8:00 a.m. or
sometime during the day. Terry said there is a rumor around town that all
the trash goes to the same place anyway and recycling is not worth it.
Jeannette said they talked to 100 people in the core area.
Shae' suggested that the haulers slip an information sheet in their monthly
bills to get the word out.
Valet parking.
Bill said an article was in the paper that the City might take over valet
parking. Since that article he has had numerous phone calls.

Tim Ware, parking supervisor stated that he was asked to put together an
operating plan, budget revenue formula and forecast if the city were to run a
valet parking service vs contracting it out. The report also had us running it
during the day in additional locations.
Tim said if the parking dept. took this on he would need to hire more
employees. If he took it over it would be run appropriately.
Andrew said the valet service during the day would capture the visitor
driving around the Wheeler.
Bill said numerous people feel the valet service is an inappropriate service
to offer.
Stan said he would like to see the valet contract and review it.
Don said he doesn't like the valet program at all. It is something that we are
showing the world, here is elite Aspen and they throw down their money. A
lot of people do not want to pay the $20. It gives the City of Aspen a bad
name.
Andrew said one doesn't have to spend the $20. We are a Tourist economy.
Tourist like the service of dropping off their car.
Don said the solution would be a parking garage under Wagner Park. It
would be simple to use and get too.
Shae' said the valet parking in front of the Caribou is self serving and it is a
bad location. Possibly the City could have a drop off situation to the
parking garage and you pick up your car by the shuttle. The City could
have a shuttle.
John said the existing valet is operated poorly. They must go. Maybe we
should call it another name instead of valet parking. It is a needed amenity
in town and he strongly feels a proposal should be drawn up. The parking
department is good at making money. Alternate spaces are also a great idea.
Give us something concrete to get the CCLC behind it and then go to city
council.

Terry said our town desperately needs parking under Wagner Park but until
we get it our biggest problem in town is parking. She would offer to have
valet parking in front of her hotel if she could. Possibly call it community
parking on wheels. If we identified a few spots people would use it.
Mark said people with heels do not want to walk around town. He also
agreed with Don that the ultimate solution is a parking garage under Wagner
Park.
Shae' said the catalyst team brought this up and one issue is making it
affordable for local people.
Andrew pointed out the valet parking in the winter is completely different
than the summer. Before we remove it completely you need to remember
that people are used to it and they know where to go. During the daytime
we need to eliminate all the circular driving around town.
Bill said several people expressed a similar solution as Don did. The price
has to be affordable for all. We have talked about extending paid parking
for years. That alone would make a profound difference in this driving
around situation around town.
Don said if this valet service is going to occur on a trial basis it should occur
several places throughout town.
JoAnn Walpole applied and was denied because we were trying to limit the
amount of jewelry vendors and even out the different categories.
JoAnn said she didn't realize that her photographs would play such a heavy
part. She has been part of the crafts for 3 years. She makes jewelry and her
profession is not photography. She though everyone knew her work.
Bill said Julie Irving's fabric was imported from Indonesia and then
hemmed or bordered. The decision was that this represents more of an
import and not so much artistic. Julie Irving said her fabric comes in pieces
and she cuts and sews all the pieces and it is difficult to cut and get a
professional finish on them. She shared a booth with two other vendors.

She found that the women purchasing the scarfs wanted to wear them as
skirts also.
Terry asked if anyone else in town was selling her product. Julie said no
she just sells through the farmers market.
Shae' says she sells something very similar in her store.
Andrew said he feels the board should have looked at the tax returns in
determining who would be accepted.
Allegheny said seven of us worked out what the criteria would be for the
market. The highest level is people working with raw materials and who are
making something totally unique. We were told that the quality of the
market need to be raised, not the tax base but the quality of the product.
Shae' said the process is done.
Allegheny said we looked at different criteria such as hand painted silk and
Julie's product dos not have the handmade look.
Terry said when you have a group that makes the booth work we should
have thought about that.
Stan said he wants to know how many booths we have and what is open.
Andrew said we left 30 feet open in front of the park and as soon as you
close that area to the park you kill the use of the park.
The board reviewed the additional rotational applicants.
JoAnn and Julie were accepted into the market and will be in with existing
booths.
The marble sculpture is accepted if room.
