AN EMERGENCY ORDINANCE RECOGNIZING RECEIPT OF $18,606.02 RE-
IMBURSEMENT FOR PREVIOUS TRAIL CONSTRUCTION; APPROPRIATING THE
SAME AS FOLLOWS: $6,400.00 FOR PENAPRIME; $1,400.00 FOR PENAPRIME
BASE; $3,606.02 FOR GRAVEL; $1,000.00 FOR IMPROVEMENTS TO THE
RED MOUNTAIN PARKING LOT; $3,500.00 FOR ELECTRIC LIGHTS FOR THE
BASEBALL FIELDS WITH AN ADDITIONAL $500.00 FOR BASEBALL NETS;
$2,200.00 TO COVER PREVIOUSLY APPROVED INCREASED COUNCIL
SALARIES; AND FURTHER DECLARING THAT AN EMERGENCY EXISTS MANDAT-
ING THAT THE ORDINANCE TAKE EFFECT UPON FINAL PASSAGE
WHEREAS, the City of Aspen has received Eighteen
Thousand ($18,606.02) Dollars of federal funds in reimbursement
for trails constructed during 1974, and the City Council wishes
to appropriate these as general funds as specified below, and
WHEREAS, the monies hereby appropriated are needed
immediately and their expenditure requires approval by emergency
ordinance for the reasons stated herein,

THE CITY OF ASPEN, COLORADO:
Section 1
That there be appropriated from the general fund the
total amount of Eighteen Thousand ($18,606.02) Dollars, as follows:
General Fund
Reimbursement for Trails Improvements
Penaprime
Red Mountain Parking Lot Improvement
Other Gravel
Base for Penaprime
Electric Lights
Baseball Net
Council Salaries
Appropriation

Section 2
It is hereby declared that an emergency exists requiring

immediate enactment and effect of this ordinance upon final
passage. ~uch emergency exists by reason of the fact:
1. That the penaprime, ~)enaprime base and
gravel are needed for immediate repair of various
roads within the City;
2. That construction of the Red Mountain
Parking Lot must begin immediately to make the Hunter
Creek Area available for summer use;
3. That the baseball lights and nets must
be installed immediately to make them available for
summer use;
4. And that as of June 9, 1975, various
members of council have received increased salaries
and the same must be ratified by appropriation.
Therefore, this ordinance shall be adopted pursuant to
Section 4.11 of the Aspen Home Rule Charter, shall require neither
a public hearing nor first publication, shall take effect upon
final passage, but shall be published within ten (10) days after
final passage or as soon thereafter as possible.

If any provision of this ordinance or the application
thereof to any person or circumstance is held invalid, such in-
validity shall not affect other provisions or applications of the
ordinance which can be given effect without the invalid pro-
visions or applications, and to this end the provisions or
applications of this ordinance are declared to be severable.
INTRODUCED, ?~EAD AND APPROVED on first reading as provided
by law by the Aspen City Council at its regular meeting held
July 14, 1975.
