AN ORDINANCE SUBMITTING TO A VOTE OF THE QUALIFIED ELECTORS OF THE
CITY OF ASPEN, COLORADO, AT A GENERAL ELECTION TO BE HELD ON
TUESDAY~ NOVEMBER 4, 1980~ A PROPOSED AMENDMENT TO TttE CHARTER OF
THE CITY PROVIDING FOR THE COMPOSITION OF BOARDS AND COMMISSONS
WHEREAS. the City Council of the City of Aspen, Colorado~ has
determined that it is necessary and advisable to submit to the
qualified registered electors of the City a proposal providing for
the composition of Boards and Cormmissions,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF ASPEN, COLORADO;
Section 1
That at the general election to be held in the City of Aspen,
Colorado, on Tuesday, November 4, 1980, there shall be submitted
to a vote of the qualified, registered electors of the City a pro-
posed amendment to Article VIII of the Charter of the City of
Aspen, relating to taxation, all as set forth below and as more
particularly stated in the form of Ballot Label and Notice of
Election hereinafter set forth.
FORM OF QUESTION

Shall the Charter of the City of Aspen, Colorado, be amended
by the amendment of Section 8.2 by the adoption of the ital-
icized language such that Section 8.2 would read as follows:
"Section 8.2 Composition of Boards and Commissions
No member of the city councilz the mayor, and city employee,
nor any appointed city official shall serve on any permanent
board or conunission heretofore established or hereafter
established by council during his or her tenure as council-
man, mayor, city employee or appointed official. Every mem-
ber of a permanent board or co~nission appointed by council
shall be a resident of the City of Aspen for at least two
years and shall be a qualified elector, WI~{ THE EXCEPTION OF
TttE BOARD OF APPEALS AND EXAMINERS WHICH SHALL BE COMPOSED OF
MEMBERS WHO ARE EITHER RESIDENTS OF THE CITY OF ASPEN OR OF

appointment to such boards and commissions shall not exceed
four years. There shall be no limitation on the number of
terms a member may serve on any permanent board or commis-
sion.

The election on the proposed amendment to the City Charter
shall be conducted by the judges and clerks who shall be desig-
nated by the City Clerk with the approval of the City

Section 6
The votes at said election shall be registered on electronic
voting machines at each of the polling places. The Ballot Label shall read as follows:

On each such voting machine there shall be spaces which will
permit the elector to indicate his vote "FOR THE CHARTER
AMENDMENT" or "AGAINST THE CHARTER AMENDMENT".

of the City Council of the City of Aspen, Colorado, at the
General Election to be held in the City on Tuesday, Novem-
ber 4, 1980, between the hours of 7 A.M. and 7 P.M., and
there will be submitted a proposed amendment to the Charter
of the City as follows:
