(Series of 2000) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, TO DESIGNATE THE WEEK OF APRIL 9 TO 15, 2000 AS THE TWENTIETH ANNIVERSARY OF THE COMMEMORATION OF NATIONAL CRIME VICTIMS' RIGHT WEEK. WHEREAS, year 2000 marks the twentieth anniversary of the commemoration of National Crime Victims' Right Week; and WHEREAS, the victims' rights discipline in America has, for nearly three decades, dared to dream of a nation that is free from violence and an America where crime victims are consistently provided supportive services to help them cope with the trauma of crime and victimization; and WHEREAS, while the rate of most crimes continues to decrease, U.S. residents still experience nearly 31 million criminal victimizations, including nearly 8. I million violent crimes annually; and WHEREAS, over 30,000 federal and state laws have been passed that def'me and protect the rights of crime victims. Colorado has passed a Constitutional Amendment that afford victims important participatory rights throughout the criminal and juvenile justice systems; and a federal constitutional amendment is currently pending in the U.S. Congress; and WHEREAS, important partnerships have been formed among criminal and juvenile justice agencies, allied professionals, and victim services to ensure that crime victims are treated with dignity and respect; and WHEREAS, our nation's commitment to victim assistance, crime prevention and public safety has resulted in countless individuals and collaborative initiatives that truly do our community justice; and WHEREAS, the new millennium affords us the oppommity to continue to dare to dream of a nation where liberty and justice for all includes each and every person who has been touched by crime; therefore, be it RESOLVED, that the Aspen City Counsel designate the week of April 9 to 15, 2000 as City of Aspen Crime Victim's Rights Week; and be it further RESOLVED, that the Aspen City Counsel reaffu'm a commitment to respect and enforce victims' rights and address their needs during 2000 Aspen Crime Victim's Rights Week and throughout the year; and be it further RESOLVED, that this official proclamation be presented to Victim/Witness Assistance Program during the 2000 Aspen Crimes' Rights Week. This year's theme, "Dare to Dream," reflects on the tremendous strides that have been made toward victim justice that emerged from victims who dared to share their personal pain so that others might learn from their experiences; from victim service providers who dared to push for significant reforms that have resulted in more consistent and comprehensive assistance for crime victimg; and from justice officials who dared to pursue a system of justice that balances the rights of accused and convicted offenders with the right~ of crime victims. This week proyide$ an exce!lent Opportunity for our County to support this crucial issue by giving crime victims and those who serve them an opportunity to educate our citizens about violence and victimization and encourage their support for crime victims' rights and services. The District Attorneys' Victim/Witness Assistance Program provides services of information and ....... support to crime victims, and work closely with community service agencies, in an effort to lessen the emotional and financial burden placed on victims as a direct result of the crime. The Office of the District Attorney would be honored if you would sponsor an of~cial resolution to recognize April 9-April 15, 2000 as Aspen Crime Victims' Right Week. This resolution would validate our important efforts on behalf of victims, and emphasize your personal commitment to crime victims and their needs. I have enclosed a sample resolution, ~vhich may help you compose an appropriate resolution for our county.
