A RESOLUTION GRANTING THE McCLINTOCK METAL FABRICATORS, INC., FOR
THE CITY'S WILDLIFE PROOF TRASH & RECYCLING CANS, AND AUTHORIZING
THE CITY MANAGER TO EXECUTE SAID CONTRACT ON BEHALF OF THE CITY
OF ASPEN.
WHEREAS, there has been submitted to the City Council a contract between the City
of Aspen, Colorado and McClintock Metal Fabricators~ Inc., a copy of which contract is
annexed hereto and part thereof.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ASPEN, COLORADO.
Section One
That the City Council of the City of Aspen hereby approves that the contract between
the City of Aspen, Colorado, and McClintock Fabricators, Inc., regarding the Wildlife Proof
Trash & Recycling Cans contract, a copy of which is annexed hereto and incorporated herein,
does hereby authorize the City Manager to execute said contract on behalf of the City of
Aspen.

Hyd-A-Bag animal-proof trash receptacle: model H/A-PWC, 30 gallon capacity, animal -
proof latches, locking service door, stainless steel latches, latch cover, hinges and bag rack,
includes redwood siding, wood preservative applied, two-part polyurethane deep tone,
custom color paint.

Warranty: Twelve months on materials (except wood) and 6 months labor. Wood siding
is a natural product and therefore does not have the durability of steel. Six months
warranty on wood siding with the exception of damage caused by snow removal
equipment, mowers and the like. Siding must be protected from sharp objects and
collisions during transport from the City warehouse to the installation site.
Hinges, doors, latches and wood slats are field replaceable items.
This quotation is valid for 60 days. Terms are 1% 10, net 30 days.

Trash and Recycling Containers

Summary: Staffis requesting Council's approval of a Supply Procurement Agreement between
McClintock Metal Fabricators, Inc. and the City of Aspen for the purchase of wildlife proof trash and
recycling containers. The contract agreement is a one-me purchase of 84 receptacles for $62,560. An
Invitation to Bid was sent out in January of this year to soheit bids for the purchase of v/fldlife resistant
containers. Three bids were received, of which, the bid submitted by McClmtock Metal Fabricators,
Inc. was determined to be the best responsive bid based on the criteria set forth in the Invitation to Bid.
Funds area available in the Parks and Open Space Fund.
Previous Council Action: On May 10, 1999, Council adopted the Wildlife Protection Ordinance
(#1999-13) requiring ali trash containers, regardless of size, to be wildlife resistant. In addition, as part
of the 2000 Budget approval process, Council approved a one-time supplemental request of $62,560, for
the purchase of x~fildlife proof containers.
Discussion: McClintock Metal Fabricators, Inc. has been in the business of animal proof trash
receptacles for over fifteen (15) years. Their experience and references cover a wide range of Federal,
State and Local governments across the country, including the National Park Service and other major
dties. The containers provided by McClintock proved to be the best priced, best manufactured, and
ideal for Aspen's visitors and climates.
Currently, there are eighty-eight (88) open barrel trashcans in the parks and along the trails. These
trashcans provide an easy food source for wildlife, especially black bears. Th~s is a safety concern for
park users and trail Users, particularly in the early morning and at dusk. The open City refuse cans also
provide a reason for wildlife to be in town and potentially come into conflict with humans. Eighty four
containers v/zll be purchased, ten of which will be recycling containers. Staff believes the overall number
of containers can be reduced from 88 to 84, particularly by providing separate recycling containers.
The HAUL-Al J,® receptacles, designed by McClintock, are easy to use, proven to prevent animal
access, and are convenient for the removal of bagged garbage. They are also approved by the American
Disabilities Asso(kation. A test container has been in front of City Hall for about a year.
Financial Implications: This is a one-time cost for the replacement of our current trash receptacles
with new wildlife proof trash and recycling cans. The HAUL-ALL® receptacle costs $770 per can.
There are no additional operational costs associated with this contract, because service and maintenance
of the new wildlife cans is equivalent to the Parks' current level of service.
Recommendation: Staff recommends Council approve the Supply Procurement agreement between
McClintock Metal Fabricators, Inc. and the City of Aspen for the purchase of 84 containers for $62,560.
