AN ORDINANCE DECREASING APPROPRIATIONS WITHIN THE
SEVENTH PENNY SALES TAX SPECIAL REVENUE FUND FOR THE CITY OF
ASPEN BUDGET YEAR ENDING DECEMBER 31, 1974; AND DECLARING
THAT AN EMERGENCY EXISTS REQUIRING IMMEDIATE ENACTMENT
WHEREAS, the City Manager has advised reductions in
appropriations within the Seventh Penny Sales Tax Fund re-
flecting a decrease in anticipated revenues all as hereinafter
described, and
WHEREAS, the City of Aspen must complete its budget
amendment procedures before the close of the 1974 calendar
year, and enactment by emergency ordinance as authorized by
Section 4.11 of the Aspen Charter is required,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF ASPEN, COLORADO:
Section 1.
That the following adjustments be made to the Seventh
Penny Sales Tax Special Revenue Fund:

Section 2.
By reason of the fact that the City must complete appropri-
ation procedures before the close of the 1974 calendar year, it is

hereby declared that an emergency exists and that this
ordinance is necessary to the i~mnediate preservation of the
public property, health, peace and safety, and that it shall
be in full force and effect upon final passage and be pub-
lished within ten (10) days after final passage, or as soon
thereafter as possible.
Section 3.
If any provision of this ordinance or the application
thereof to any person or circumstance is held invalid, such
invalidity shall not affect other provisions or applications
of the ordinance which can be given effect without the invalid
provisions or applications, and to this end the provisions
or applications of this ordinance are declared to be sever-
able.
INTRODUCED, READ AND APPROVED on first reading as pro-
vided by law by the Aspen City Council at its continued
regular meeting held Friday, December 13, 1974.
