ORDINANCE NO. 7
Series of 1969
AN ORDINANCE AMENDING TITLE III, OF THE ORDINANCES OF THE CITY
OF ASPENf COLORADO, PERTAINING TO DEPARTMENTS OF THE CITY OF
ASPEN, COLORADO.
BE IT ORDAINED by the City Council of the City of
Aspen, Colorado.
Section 1. Title III, Departments, is hereby amended
by adding the following enumerated sections and subjects under
Chapter 7, Department of Engineering:
3-7-1 Creation of Department
3-7-2 Composition of Department
3-7-3 Appointment and Removal
3-7-4 Qualifications
3-7-5 Functions and Duties
Section 2. 3-7-1 Creation of Department.
There is hereby created and established a Department
of Engineering of the City of Aspen for the purpose of providing
the necessary engineering services required by the City of Aspen.
Section 3. 3-7-2 Composition of Department.
The Engineering Department of the City of Aspen shall
be under the direction~nd immediate control of the City Engineer
who may appoint an assistant City Engineer and all necessary
employees as may be authorized. The City Engineer shall be
responsible for the acts of all employees so appointed. Section 4. 3-7-3 Appointment and Removal.
The City Engineer shall be appointed by and be respon-
sible to the City Administrator and his appointment shall continue
during s~tisfactory service at the pleasure of the City Adminis-
trator.

Section 5. 3-7-4 Qualifications.
The City Engineer shall be appointed on the basis of
his administrative and technical qualifications with special
reference to his actual experience in and his knowledge of the
functions and duties of his office as hereinafter set forth.
Section 6. 3-7-5 Functions and Duties.
The City Engineer shall be a Department Head of the
City of Aspen. His functions and duties shall be as follows:
A. Prepare reports and work programs as required.
B. Prepare and submit annual departmental budget
requests.
C. Prepare engineering recommendations and reports
for administration's consideration.
D. Prepare specifications and cost estimates
materials to be purchased.
E. Prepare preliminary plans
for proposed capital improvements.

F. Establish and prepare plans and specifications
construction and repair of various city owned facilities.
G. Supervise, inspect, review and approve the con-
struction and repairs of all city owned facilities and improvements.
H. The City Engineer shall supervise the engineering,
surveying and drafting work accomplished by City personnel.
I. Coordinate, review, inspect and approve all pro-
posed annexations and subdivision plats.

facilities with consultants, City personnel, subdivision de-
velopers and contractors-

K. Design, plan and supervise traffic engineering
studies and projects related to parking, traffic flow and con-
trol involving signs, signals, and pavement markings.
L. Purchase and approve the purchase of departmental
materials, supplies and equipment.
M. The City Engineer shall preserve all plans, maps,
notes, surveys, books, papers, documents, supplies and equipment
pertaining to his office. In the event of resignation or removal
from office they shall be delivered to his successor in office
or to the City Administrator.
N. The City Engineer shall perform such other duties
as may be prescribed by law or required of him by ordinance or
by direction of the City Administrator.
