AN ORDINANCE PROVIDING FOR THE SUBMISSION OF A
PROPOSAL FOR A CHARTER CONVENTION TO THE VOTE OF THE
QUALIFIED ELECTORS OF THE CITY OF ASPEN, COLORADO, AT A
SPECIAL CITY ELECTION TO BE HELD IN ASPEN, COLORADO ON
JANUARY 6th, 1970.
WHEREAS, a petition has been duly and regularly
filed with the City Clerk and presented to the City Council
of the City of Aspen, signed by qualified electors in said
City, and a number of not less than 10% of the last pre-
ceding gubernatorial vote in said City, requesting the City
Council of Aspen, Colorado, to submit to a vote of the
qualified electors of the City a proposal for a charter
convention for the City of Aspen, Colorado, to be held
pursuant to the provisions of Article XX of the Constitution
of the State of Colorado.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITY OF ASPEN, COLORADO:
Section 1. A call is hereby made for an election at
a special City election to be held in the City of Aspen on
the 6th day of January, 1970, at which time, pursuant to
provisions of Article XX of the Constitution of the State of
Colorado, there is hereby ordered submitted to a vote of the
qualified electors of the City of Aspen, a proposal that a
charter convention for the City of Aspen, Colorado be held
and that the text of the question on which the vote will
be taken shall be as follows:
SHOULD THE CITY OF ASPEN, COLORADO, PURSUANT
TO ARTICLE XX OF THE CONSTITUTION OF THE STATE OF
COLORADO, CALL AND ELECT A CHARTER CONVENTION TO
DRAFT A HOME RULE CHARTER WHICH WILL LATER BE ADOPTED
OR REJECTED BY THE ELECTORS?
YES NO
At such election the qualified electors who
desire to vote in favor of, or against, the proposed
charter convention shall mark an "X" opposite the "Yes"
or "No", whichever expresses their choice.
Section 2. That the question so submitted shall
be voted upon at the ward voting places in each election
precinct of the City, and said election and the proposal
shall be submitted to the qualified electors by the use
of paper ballots.
Section 3. Election judges for the special elec-
tion herein shall be designated in the same manner as
election judges are designated for regular municipal elec-
tions, and the City Clerk is hereby directed to publish
the necessary notices for said election as is by law re-
quired, and to take such other steps as may be necessary
to implement this Ordinance.
Section 4. In the opinion of the City Council
of the City of Aspen, Colorado, this Ordinance is neces-
sary for the immediate protection and preservation of the
public health, safety, convenience and general welfare, and
is passed and adopted for that purpose.

I, LORRAINE GRAVES, City Clerk of the City
of Aspen, Colorado, do hereby certify that the fore-
going ordinance was introduced and read at a regular
meeting of the City Council of said City held on the
24 day of November , 1969, and by order
of said City Council was published as a proposed or-
dinance as the law directs, and for more than ten days
prior to its passage in the Aspen Times, legal newspaper;
and that on the 8th day of December , 1969,
the said proposed ordinance was read and passed by the
City Council aforesaid, the said meeting being a regular
meeting of the said City Council, and ordered published
in aforesaid newspaper as the law directs.
