AN ORDINANCE REGULATING TRAILER CAMPS AND THE USE OF
HOUSE TRAILERS WITHIN THE CITY OF, ASPEN AND PROVIDING FOR
THE LICENSING THEREOF AND REGULATING THE USE AND PARKING
OF HOUSE TRAILERS AND PROVIDING PENALTIES FOR VIOLATION
THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASPEN:
Section I. DEFINITIONS. (a) The term 'house trailer" as used
herein shall be construed to mean any structure built on wheels or designed
to be placed on wheels and used or designed to be used by a person or per-
sons for living or sleeping purposes;
(b) The term "trailer camp" as used
herein shall be construed to mean any premises used for the accommoda-
tion of house trailers and occupants thereof.
Section 2. OPERATION OF TRAILER CAMPS. It shall be unlaw-
ful for any person, firm or corporation to operate any trailer camp within
the corporate limits of the City of Aspen without first applying for and re-
ceiving from the City Council a Iicense therefor. The application for such
license shall state the name of applicant, proposed location of such trailer
camp, sewage and sanitary facilities available, water service available,
electrical service available and the number of house trailers to be accom-
modated, as well as any other information required by the City Council.
The City Council shall determine if the premises to be so used will consti--
tute a fire hazard and shall further determine if the utilities, including
sewage and sanitary facilities, are satisfactory so as not to endanger the
health, peace and safety of the inhabitants of the City of Aspen. If the City
Council is of the opinion that these requirements have been fulfilled they
shalI issue a license upon payment of a license fee of $25.00 which shall
entitle the applicant to a license to operate the trailer camp from the
issuance thereof until the 31st day of December following its issuance, and
no rebate shall be allowed for a license used for a portion of a year or, in
the case of revocation of such license prior to its expiration.
Section 3. SUPERVISION OF TRAILER CAMPS. The City Council
shall periodically inspect all trailer camps holding licenses and shall make
such requirements as they deem advisable for the protection of the peace,
health and safety of the inhabitants of the City of Aspen and in the event
that the applicant shall at any time fail to comply with the requirements so
made, the City Council in its discretion may suspend the applicant's li-
cense or revoke the same.
Section 4. PARKING OF HOUSE TRAILERS. No house trailer
shall be parked on any of the streets, alleys or other public ways of the
City of Aspen for a period longer than two hours out of each 24 hours and
no house trailer shall be used as a store, office or as a place for the carry-
ing on of a business or profession.
Section 5. PERMITS FOR USE AND OCCUPANCY OF HOUSE
TRAILERS. No person shall use or occupy a house trailer for living or
sleeping purposes any place within the City of Aspen without first obtaining
from the City Clerk of the City of Aspen a permit which permit shall be
issued by the Clerk upon proper application for the permit and upon com-
pliance with the requirements of this ordinance. No permit shall be issued,
by the Clerk until the applicant has satisfactorily availed himself of the
following minimum facilities:
1. A minimum area of 1, 250 square feet and in the event that the
applicant is not the owner of the property upon which the house trailer is
to be situate written permission from the owner to use said property;
2. Toilet, wash basin and bath or shower facilities incorporated
in or available to the applicant, which facilities shall be properly connected
to an approved type of sewage disposal facility, and also connected with hot
and cold running water;
3. A fly-tight and rodent-proof refuse container of a minimum of
6 gallon capacity;
4. Laundry facilities available to the applicant either incorporated
in or adjacent to the house trailer.
The permit hereinabove provided for shall be issued to the appli-
cant upon full compliance with the requirements herein set forth and upon
payment to the City Clerk the sum of $2.00, which permit shall be effective
until December 31st following the issuance of said permit.
Section. 6. PENALTIES. Any person, firm or corporation found
guilty of the violation of this ordinance shall be fined in an amount not to
exceed $300.00 and the permit or license, as the case may be, issued
hereunder may be revoked or suspended at the discretion of the City Council
