HomeMy WebLinkAboutresolution.council.031-84 Resolution # ~% , 1984 support of the Election of Water Conservancy District Directors WHEREAS, the waters of the State of Colorado are an essential component of the physical and economic well-being of the people and natural environment of the State of Colorado, and, WHEREAS, prudent, conservative and cost-effective development and use of the water resources of the State of Colorado is essential to the preservation of that well-being; and, WHEREAS, Colorado Water Conservancy Districts, constituted in accordance with the laws of the State of Colorado, effectively con- trol the design, location and impacts of water developments through- out the state; and, WHEREAS, Water Conservancy Districts are empowered to levy taxes and to exercise powers of eminent domain within their borders for the purpose of supporting and facilitating their activities; and, WHEREAS, the Board of Directors of Water Conservancy Districts are appointed by the judiciary of the District Courts of the State of Colorado; and, WHEREAS, the appointment, rather than the election of Water Conservancy District Directors limits accountability, discourages public debate, and deprives the public of opportunities to partici- pate in major environmental and economic decisions: NOW, THEREFORE, BE IT RESOLVED: That the Aspen City Council does hereby proclaim its support of any legislative initiative which would replace judicial appointment of Water Conservancy District Directors with an electoral process which would allow for regular elections of Water Conservancy District Resolution # Page 2 , 1984 Directors by the qualified residents of that District; AND FURTHER: That the Aspen City Council does hereby call on its represen- tatives in the State Legislature to introduce or support Aspen City Council legislation which would accomplish this change during the next regular legislative session; AND FURTHER: That the Aspen City Council does hereby call on the Colorado Municipal League to support an initiative such as that described above; AND FURTHER: That the Aspen City Council does call on its colleagues and all water user and interest groups to support an initiative such as that described above.
