A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO,
AUTHORIZING AN ADMINISTRATIVE DELAY WITH REGARD TO THE ACCEPTANCE
AND PROCESSING OF ~LL APPLICATIONS FOR APPROVALS AND/OR PERMITS IN
CONNECTION WITH LOT SPLIT SUBDIVISIONS WITHIN THE CITY OF ASPEN
WHEREAS, the City Council of the City of Aspen, Colorado,
deems it to be in the best interest of the City to review the sub-
division and zoning ordinances with regard to the processing,
impact, and planning consequences of "lot split" subdivisions
within the City of Aspen; and
WHEREAS, the City Council of the City of Aspen has before it
Ordinance No. ~ (Series of 1984), providing for the imposi-
tion of a six (6) month moratorium with regard to the processing
of lot split subdivisions within the City of Aspen.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ASPEN, COLORADO:
Section 1
The City Council does hereby authorize an administrative
delay with regard to the acceptance and processing of all applica-
tions for land use approvals and/or building permits in connection
with lot split subdivisions, such as would be exempt from the
Growth Management Quota System pursuant to the provisions of Sec-
tion 24-11.2(d) of the Municipal Code, and which would be prohi-
bited by the adoption of Ordinance No. (Series of 1984),
pending a review of the impact and planning consequences of lot
split subdivisions.
Section 2
This administrative delay shall remain in effect until the
latter of (1) the scheduled date of the public hearing and second
reading of the proposed moratorium ordinance, if such ordinance

fails, or (2 until the effective date of such ordinance, if such
ordinance is passed.
Section 3
The City Manager is hereby directed to implement said admin-
istrative delay.
Section 4
The City Council hereby directs that the Planning and Zoning
Commission review the provisions of Section 24-11.2(d), with
regard to the planning and zoning impacts resulting therefrom, and
make recommendations to the City Council regarding the advisabil-
ity of repealing or amending Section 24-11.2(d), and other subdi-
vision and zoning regulations pertaining to of lot split subdivi-
sions.
