HomeMy WebLinkAboutresolution.council.004-83 RESOLUTION OF THE CITY COUNCIL OF ASPEN, COLORADO ALLOCATING QUOTA FOR THE DEVELOPMENT OF 7,000 SQUARE FEET OF COMMERCIAL SPACE ON LOT 3, TRUEMAN NEIGHBORHOOD COMMERCIAL CENTER Resolution No. 83 - ~ WHEREAS, in accordance with Section 24-11.5(a) of the Municipal Code, September 1st of each year is established as the deadline for submission of applications for commercial and office development allotments within all commercial zones in the City of Aspen, and WHEREAS, three projects were submitted to the Planning Office for evaluation, consisting of two projects located in the CC zone and one project in the NC/SCI zone, that being the Aspen Downtown Storage project with a request for 24,750 square feet, and WHEREAS, a duly noticed public hearing was conducted on October 5, 1982 by the Aspen Planning and Zoning Commission to consider the Growth Management applications and evaluate and score them in conformance with criteria established in Section 24-11.5(b) of the Code, and WHEREAS, an amendment was filed for the Aspen Downtown Storage project, lowering the requested square footage to 21,056 square feet, and WHEREAS, the amended application was subsequently rescored by the Planning and Zoning Commission at a public hearing on January 4, 1983, and WHEREAS, the minimum threshold required to be eligible for a Growth Management commercial-office development allotment is 22.8 points, and whereas the Aspen Downtown Storage original submission scored 32.5 points and the amended application scored 27.575 points, and WHEREAS, the Planning and Zoning Commission recommended to Council that the project receive a development allotment, and WHEREAS, the SCI zoning on this parcel has an SPA overlay and the detailed plan must be processed as an amendment to the adopted SPA Plan for the Trueman Center, and WHEREAS, the quota established for the NC/SCI zone by Ordinance 26, Series of 1982, for commercial development is 7,000 square feet, and WHEREAS, the 1983 competition for commercial square footage is the first in which the NC/SCI zone has been listed as a separate category. -2- NOW, THEREFORE, BE IT RESOLVED by the City Council of Aspen, Colorado that an allocation for the development of 7,000 square feet of commercial space (representing one year's quota in the NC/SCI zone) in the form of storage ware- house facilities, is hereby awarded to the Aspen Downtown Storage project for Lot 3 of the Trueman Neighborhood Commercial Center.
