T~EREAS, the United States Bureau of Reclamation, lower ~.lissouri
Basis Regional Office has issued an "Enviror~ental Assessment of Water
Marketing Program for Ruedi Reservoir, Colorado," dated March 7,
1983 (hereafter Enviroamental Assessment), and
WHEREAS, the selection of a preferred water marketing alternative for
Ruedi Reservoir based, in part, on the Environmental Assessment will
significantly affect the recreational, hydroelectric power, and water
supply interests of The City of Aspen, Colorado.
NC~'~, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ASPEN, COLORADO:
Section 1.
THAT, the preferred water marketing alternative for Ruedi Reservoir
be selected as set forth in the attached c~Lents; and more
specifically
THAT, alternatives 4 and 5 in the Envirormental Assessment which
assume a futile "paper limit" on the capacity of Ruedi Reservoir be
eliminated frnm further consideration; and
THAT, the development of a peak lead hydroelectric power plant
at Ruedi Reservoir is not a viable alternative because it is not cost
effective, and will have an extr~e, adverse impact on the fishery in the
Fryingpan River below Ruedi Reservoir; and
THAT, a "winter release rule" which improves winter fishflows,
hydroelectric power, and flood control, be included in the preferred
alternative; and
THAT, the maximnm water sale alternatives 2 and 3 not be preferred
because they invite subsidized water sales, may be inconsistent with
the Operating Principles for the Fryingpan Arkansas Project, House
Doc~ent No. 130, 87th Congress, and will greatly damage the
recreational econc~y centered around Ruedi Reservoir; and

THAT,the level and type of fair market water sales necessary for
meeting the repayment obligations on Ruedi Reservoir be publicly disclosed
and considered in selecting a preferred alternative; and
THAT, alternatives 6-10, in which the use of Ruedi Reservoir is
balanced among water sales, on-reservoir recreation, fishflows in the
Fryingpan River below Ruedi Reservoir, and run-of-the reservoir
hydroelectric power, be preferred; and
THAT, alternative 6 is the best balanced use of Ruedi Reservoir
with a high, consistent level of water sales, the best fishflows, an
acceptable risk to on-reservoir recreation, and relatively good hyrdo-
electric power potential.
Section 2.
That the ~yor and/or The City Manager are hereby authorized and
directed to forward a certified copy of this Resolution to the U.S.
Bureau of Reclamation as the City's cc~ment on the Enviror~ental
Assessment and to such other persons and agencies as may be deemed by
either of them to be appropriate.
APPROVED AAD ADOPTED by the City Council of The City of Aspen,
Colorado, in regular session on the~-~day of April, 1983.
