HomeMy WebLinkAboutresolution.council.021-83RECORD OF PROCEEDINGS 100 Leaves RESOLUTION NO. _ (Series of 1983) WHEREAS, the Federal Government, specifically the United States Forest Service and the Bureau of Land Management, is plan- ning to dispose of certain tractS of public land through what is being called the Federal Asset Management Program; and WHEREAS, in the course of determining what public lands might be appropriate for disposal under have been identified as suitable der unique and valuable services this program, a number of tractS for disposal which presently ren- to the public; and WHEREAS, space, wildlife habitat, developed and undeveloped recreational opportunities, tree production, wilderness opportunities, definition areas, and cultural resources; and WHEREAS, all of the services and likely to be lost should these tractS those serviceS include the preservation of open scenic values, unspoiled watersheds, seedling of urbanized attributes noted above are be transferred to private land; and WHEREAS, such a transfer would severely disrupt and contra- dict established land use planning policies; and WHEREAS, the land tenure adjustment mechanisms presently available to Federal land managers, including the Small TractS Act, the Townsite Act, Recreation and Public Purpose Leases, and land trade authority, allow ample opportunity for adjusting public land boundaries to alleviate management difficulties; and WHEREAS, the City Council deems that the Asset Management Program to be fiscally irresponsible in that it endorses the sale of the nation's capital reserve, as embodied in its real property, in order to help meet the ongoing expense of deficit, and that the estimated return from billion dollars amounts to only 1.7% of the projected deficits the Federal budget the Program of fifteen RECORD OF PROCEEDINGS 100 Leaves __ '~ budget-balancing value of over the same period, thus reducing the the Program to an insignificant level. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 1 The City Council of the City of Aspen hereby finds that given the public versus the private value of the land involved, and the lack of need for the Asset Management Program, it must be con- cluded that its principal, if unstated, purpose is the wholesale transfer of public resources into private lands without regard for local consequences, long-term costS and benefits, or prudent and conservative land stewardship, and that as such it is a sham and a disgrace to the supposedly professional land managers who are per- petrating it upon the American public. Section 2 That the Congress of the United States is obligated to pro- tect the American public from the adverse impactS of this program and is hereby implored to defeat any legislation which is intro- duced with the aim of perpetuating or abetting the Asset Manage- ment Program. Section 3 The City Manager is hereby authorized to forward a copy of this resolution to appropriate state, federal and municipal officials and the City Council hereby urges all other municipal governments and private citizens to join it in resisting the goals and methods of the Asset Management Program.
