RESOLUTION NO. _

WHEREAS, the Federal Government, specifically the United
States Forest Service and the Bureau of Land Management, is plan-
ning to dispose of certain tractS of public land through what is
being called the Federal Asset Management Program; and
WHEREAS, in the course of determining what public lands might
be appropriate for disposal under
have been identified as suitable

land trade authority, allow ample opportunity for adjusting public
land boundaries to alleviate management difficulties; and
WHEREAS, the City Council deems that the Asset Management
Program to be fiscally irresponsible in that it endorses the sale
of the nation's capital reserve, as embodied in its real property,
in order to help meet the ongoing expense of
deficit, and that the estimated return from

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ASPEN, COLORADO:
Section 1
The City Council of the City of Aspen hereby finds that given
the public versus the private value of the land involved, and the
lack of need for the Asset Management Program, it must be con-
cluded that its principal, if unstated, purpose is the wholesale
transfer of public resources into private lands without regard for
local consequences, long-term costS and benefits, or prudent and
conservative land stewardship, and that as such it is a sham and a
disgrace to the supposedly professional land managers who are per-
petrating it upon the American public. Section 2
That the Congress of the United States is obligated to pro-
tect the American public from the adverse impactS of this program
and is hereby implored to defeat any legislation which is intro-
duced with the aim of perpetuating or abetting the Asset Manage-
ment Program.
Section 3
The City Manager is hereby authorized to forward a copy of
this resolution to appropriate state, federal and municipal
officials and the City Council hereby urges all other municipal
governments and private citizens to join it in resisting the goals
and methods of the Asset Management Program.
