HomeMy WebLinkAboutresolution.council.028-83RECORD OF PROCEEDINGS 100 Leaves RESOLUTION NO. 28 (Series of 1983) A RESOLUTION CALLING A SPECIAL MUNICIPAL ELECTION IN THE CITY OF ASPEN, COLORADO, TO BE HELD ON NOVEMBER 15, 1983, AND SETTING FORTH THE PURPOSE OF SAID ELECTION WHEREAS, the City Council is authorized by Section 2.2 of the Charter of the City of Aspen to call a special election by resolu- tion at least sixty (60) days in advance of the same, and WHEREAS, the City Council has deemed it to be in the best interest of the City of Aspen to call a special election to be held on Tuesday, November 15, 1983, for the purposes hereinbelow set forth, all as may be more fully described in subsequent ordin- ances or resolutions of the City Council initiating the questions to be presented to the electors at said special election; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 1 The City Council does hereby call a special held on November 15, 1983. election to be Section 2 The purpose of said special election is to submit to the qualified electors of the City questions concerning the following matters, if desired by the City Council, all as may be more fully described in subsequent resolutions or ordinances of the City Council setting forth said questions in detail: a. Authorization for the issuance of the City's sales tax revenue bonds for the purpose of guaranteeing the City's share of costs associated with the development of the proposed bus mainten- ance facility and purchase of sixteen (16) new buses in connection with the City/Pitkin County UMTA grant. Approval of all or partS of the City's capital improve- ment program, which approval may include requestS for the authori- zation of tax levies and/or the issuance of the City's general obligation bonds or revenue bonds depending upon the type of capital improvement project. c. Submission to the electors for their acceptance or rejection of an ordinance proposed by the Committee to Preserve Open Space to amend Ordinance No. 16, Series of 1970, commonly known as the 6th Penny Sales Tax Ordinance. d. To submit to the electors for their acceptance or rejection an ordinance amending Ordinance No. 20, Series of 1979, commonly known as the Real Estate Transfer Tax Ordinance to, among other things, codify said ordinance into the Municipal Code and increase the tax imposed thereby to the rate of one percent (1%) of the consideration paid in return for the transfer of ownership or title, and such other changes as are contained within the said ordinance as adopted by the City Council. Section 3 The City Clerk is hereby authorized and directed to take all action necessary or appropriate to effectuate the provisions of this resolution, including, without limitation, the publication in the Aspen ~imes on or before October 6, 1983, of a notice that registration for such election will close on October 14, 1983.
