RESOLUTION NO. 1
(Series of 1982)
WHEREAS, the City Council has determined that the Personnel
Director is responsible for preparing and recommending to the City
Manager a pay classification plan and pay schedule, and
WHEREAS, the City Council has determined that the classification
plan and pay schedule should be adjusted annually to represent the
cost of living increases and the position classification adjustments,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ASPEN, COLORADO:
Section 1. Pay Schedule and Classification Plan.
That the proposed 1982 pay schedule and classification plan
for City employees, as approved during the 1982 budget
sessions, which is attached hereto and made a part hereof
by reference, is hereby adopted.

Section 2-1. Purpose.
It is the purpose of this plan to establish a uniform and
equitable system of compensation for the employees of the City
Aspen.

Sec. 2-4. Pay Grade Increase.
A pay grade increase may be awarded by the City Manager or
Personnel Director for superior performance of assigned duties
suggestions which materially benefit the city, contingent upon
funds being available.

Sec. 2-5. Employment of Director of Finance and Planner at Salary
above that provided in the above Compensation Plan.
Whenever, in the opinion of and on the recommendation of, the City
Manager, a candidate or a person presently filling the office of
Director of Finance or Planner presents credentials or experience
or ability meritin9 appointment or continuation in office at a
salary greater than the maximum salary provided in the compensa-
tion plan contained herein, the City Council may, Dy motion,
approve such increased salary. The Director of Finance and
Planner so appointed snal± en~oy cost of giving increases without
additional council approval, but no subsequent base salary
increases shall occur without notice to and approval by the 'City
Council.
Sec. 2-6. Compensation Rate.
Original appointment to any position shall b~ made at the entrance
rate and advancement from such rate to t~e maximin rate within a
pay grade shall be by successive steps when earned Dy merit. Upon
approval of the City Manager an employee may receive initial com-
pensation at a rate higher than the minimum rate in tne salary
schedule provided such position involves executive, administrative
or professional duties and responsibility, or provided further
that such exception is based on the outstanding and unusual char-
acter of the employee's experience and ability over and above the
minim~ qualifications specified for the class.
