HomeMy WebLinkAboutresolution.council.004-82 RESOLUTION ~4 (Series of 198~) WHERF~S, the ~)rps of Engineers is circulating a Draft Supplemental Environ- mental Impact Statem~=~nt for review and c~'~nt and is making a determination of the Public Interest accruing on t~he Glen~ood Canyon 1-70 Project, and WHEREAS, the Glenwood Canyon 1-70 Project is enormously expensive and will disrupt traffic through Western Colorado for many years, and WHEREAS, the public will receive less than 25¢ in benefits for each dollar it spe~s on the Glenwood Canyon highway, and WHE~F~AS, roads throughout the state ere deteriorating in an accelerating manner, due in large part to insufficient funds to properly maintain them, and ~AS, the State has the policy making authority to transfer funds frc~ any budget category, including interstate construction, to highway maintenance, and WHEREAS, Congress has the authority to end the interstate construction pro- gram theretyZ ~J~ng available ever $3 Billion per year for other Federal prcgr~, including highway maintenance and other highway construction programs. NOW THEREFORE, BE IT RESOLVED, by the Aspen City Council that: 1. The City of Aspen opposes the currently proposed design of the Glenv~od Canyon Highway and urges the Highway Co~mission and the Highway Depart- ment te transfer funds budgeted for that highway to more worthwhile pro- gr~ns, and 2. The City of Aspen urges the United States Corps. of Engineers to make . a finding of no public interest in c~npleting the Glenwood Canyon highway as proposed in the DSEIS and to thereby refuse the request for a Section 404 Fill Permit.
