~HEREAS, the construction and maintenance of a safe, secure
and humane jail is required under Colorado State Statute, and
WHEREAS, the present jail has been in service for over ninety
years, can house only five male prisoners, and has been determined
by the Colorado Department of Health to be inadequate for the incar-
ceration of female and juvenile prisoners, and
WHEREAS, the present jail does not and cannot meet Federal
standards for jails and constitutes a legal liability to the citizens
of Pitkin Couuty, and
WHEREAS, the Pitkin Coumty Commissioners appointed a Jail
Advisory Committee to independently investigate the adequacy of the
existing jail and the needs and desires of
replacement, and
WHEREAS, the Jail Advisory Committee,
its continued use or
after meeting'for several
months and gath~riDg information from many experts from the criminal
justice system, ~nanimously reco.~mended that the County build a new
25 cell jail, and
WHEREAS, acting on the strong recommendations .of
Advisory Committee, the commissioners have determined
cell jail as soon as possible, at an estimated

WHEREAS, on June 29,

zing the issuance of general bbligation bonds in the amount of
$1,800,000 with the balance of jail costs coming from County revenues.
NOW THEREFOIU~, BE IT RESOLVED, that the Aspen City Council
hereby declares its support for the Couty Commissioner's dec[sion
to construct the.proposed jail and for the general obligation bond
on the June 29, 1982 ballot as the appropriate funding method.
