RESOLUTION NO.
(Series of 1981)
A RESOLUTION EXPRESSING THE CITY OF ASPEN'S OPPOSITION TO FUNDING
FOR THE EXPANSION OF INTERSTATE HIGHWAY 70 THROUGH GLENWOOD CANYON
WHEREAS, the City Council of the City of Aspen, Co±orado, is
informed that final design is underway and soon to be completed
for the expansion ox a thirteen (13) miles stretch of Interstate
Highway 70 running through Glenwood Canyon, Colorado; and
WHEREAS, the City Council is informed that the State of Colo-
rado Highway Department has budgeted $9.2 million for Glenwood
Canyon interstate work for this year and, if the funds are avail-
able, contracts for the work might be awarded shortly after the
completion of final design; and
WHEREAS, the City Council is inforJ~ed that the U.S. Depart-
ment o~ Transportation has awarded only eighty percent (80%) ot
the federal funds for which state highway departmentS are eligible
in an effort to stay within an $8.75 billion limit set by Con-
gress; and
WHEREAS, the City Council is in[ormed that land grantS for
the expansion of Interstate 70 must still be obtained from the
U.S. Forest Service and Bureau of Land Management and, further,
that permits must be obtained from Corps of Engineers for some
~illin9 on the Colorado River; and
WHEREAS, Interstate 70 is an access route for people travel-
ing by automobile to the City of Aspen and, as such, is of concern
to the City o[ Aspen; an~
WHEREAS, the Glenwood Canyon is an area of great scenic
beauty which will be jeopardized by the construction and expansion
of Interstate 70; and
WHEREAS, the City Council is of the opinion that the proposed
funding of the expansion of Interstate 70 through Glenwood Canyon
is an unnecessary and exorbitant expenditure of public funds, and

that such funds would be better spent on the improvement of exist-
ing roads and highways in the State of Colorado which are in dire
need of repair;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ASPEN, COLORADO;

The City Council hereby declares its opposition to the pro-
posed funding of the expansion of Interstate 70 running through
Glenwood Canyon for the reasons set forth above.
Section 2
The Mayor is hereby authorized and directed to express the
City Council's opposition to the proposed funding of Interstate
70, in such manner and extent as he deems appropriate, to the pro-
per officials in the Colorado State Government, the U.S. Depart-
ment of Transportation, Bureau of Land Management, U.S. Forest
Service, Corps of Engineers and elected officials in the State and
Federal Government representing the inhabitantS of the City of
Aspen.
