I (Series of 1981) WHEREAS, in accordance with Section 24-11.4(a) of the Code, January 1st of each year is established as a deadline for submis- sion of applications for residential development allotments within the City of Aspen, and WHEREAS, in response to this provision, five residential pro- jects were submitted for evaluation involving a total of 53 free market units and 60 employee units, the latter of which are exempt from the available quota; and WHEREAS~ a duly noticed public hearing was conducted on Feb- ruary 3, 1981, by the Aspen Planning and Zoning Commission to con- sider the Growth Management applications and evaluate and score these applications in conformance with criteria established in Section 24-11.4(b) o~ the Code; and WHEREAS, the Planning Commission did evaluate, rank and score the projects submitted in the following order: 1. 1015 East Hyman Avenue - 47.4 2. Gilbert and S. Aspen/Third and Main - 46.4 3. Ute City Place - 44.3 4. Sunny Park - 43.4 5. Snare/Baker Duplex - 32.0 and, WHEREAS, the Aspen City Council did consider appeals at a meeting on February 23, 1981, and as provided in Section 24- ll.4(f) did amend the points awarded, while also adding bonus points to the applicants meriting same, as designated by the Plan- ning and Zoning Commission, resulting in the following revised points awarded: RECORD OF PROCEEDINGS 100 Leaves and, 2. 3. 4. 5. Gilbert and S. Aspen/Third and Main - 1015 East Hyman Avenue - 50.9 Ute City PLace - 46.1 Sunny Park - 43.7 Snar~/Baker Duplex - 33.6 52.4 WHEREAS, pursuant to Section 24-11.4(c), the Gilbert and S. Aspen/Third and Main, 1015 East Hyman Avenue and Ute City Place applications are eligible for residential allotments. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO; I. Council hereby authorizes construction in excess of the 21 unit quota available for 1981 by adding 18 units not allocated during 1980 and 6 units as a bonus quota for 1981, for a total of 45 development allotments, in accordance with Sections 24-11.4(f) and 24-11.3(a) of the Code. Council awards this extra quota on the grounds that significant employee housing will be achieved by awarding aeve±opment allotments to the three projects. 2. Residential development allotments are hereby awarded to the Gilbert and S. Aspen/Third and Main (36 units), 1015 East Hyman Avenue (1 unit), and Ute City Place (8 units) projects, for a total of 45 units. Each of these pro3ects is authorized to pro- ceed further with additional approvals needed by the City before building permits are secured. 3. The 6 unit bonus awarded during 1981 shall be offset by a reduction in the allotments for 1982 to a total of 33 residen- tial units available for allotment during 1982.
