HomeMy WebLinkAboutresolution.council.033-81RECORD OF PROCEEDINGS 100 Leaves RESOLUTION NO. ~ (Series of 1981) A RESOLUTION EXPRESSING SUPPORT FOR A STRONG FEDERAL CLEAN AIR ACT AND PROPOSING MODERATE CHANGES TO ADDRESS NEW AIR POLLUTION PROBLEMS WHEREAS, the United States Congress has enacted the Federal Clean Air Act, as amended, to control air pollution nationwide and provide technical assistance for attacking air pollution problems to the states; and WHEREAS, the City Council of the City of Aspen deems that air pollution is a problem of the utmost and gravest concern to the citizens of the City of Aspen, inasmuch as it contributes to severe health problems, has a devastating impact on the environ- ment, fish and wildlife, results in the creation of acid rain, impairs visibility and may even be altering the earth's climate; and WHEREAS, the City Council recognizes that clean air for the citizens of the City of Aspen, the State and the nation is essen- tial to assuring and maintaining a high quality of life; and WHEREAS, oil shale development on the Colorado Western slope has the potential to create additional pollution problems which may ]eopardize the City of Aspen as an environmentally attractive resort co~nunity, and WHEREAS, the City Council is aware that in 1981 the Clean Air Act is slated for reauthorization by the United States Congress and that various proposals have been made to weaken the strict requirements presently in effect; and WHEREAS, the City Council of the City of Aspen, on behalf of the citizens of the City, desires to express its support for a strong Clean Air Act which will assure and guarantee that the people of the City of Aspen, the State and the nation enjoy clean RESOLUT]iO~ OF TIlE BOARD OF COUNTY COMMISSIONERS OF PITK]'~4 (~OUNTY, COLORADO AND TlIE CITY COUNCIL OF TIlE CITY O1.' ASPEN, COLORADO, TO JOIN TIIE COLOI~ADO CLEAN AIR COALITION FOR HEALTII AND JOBS Resolution No. WHEREAS, the Federal Clean Air Act is being brought up for renewal in the Congress of the United States this session, and WHEREAS, the Clean Air Act is the primary legal safeguard of the Nation's air quality, and WHEREAS, the City of Aspen and the County of Pitkin recognize the importance of clean air to the health of the residents of the Roaring Fork Valley, and WHEREAS, the City of Aspen and the County of Pitkin recognize the importance of Clean Air to the economy of the Roa~ing For~ Valley and Western Colorado, and WHEREAS, the Colorado Clean Air Coalition for Health and Jobs is an organization formed for the express purpose of promoting the r~newal Of a strong Clean Air Act by coordinating the efforts of its member groups. THEREFORE, let it be resolved that the City of Aspen and the County of Pitkin hereby join the Colorado Clean Air Coalition for Health and Jobs and commit a contribution of $500.00 'to the Coalition for the promotion of their work. Koch, City Clerk THE CITY OF ASPEN, COLORADO By: Herman Edel, Mayor RECORD OF PROCEEDINGS 100 Leaves air, and also to propose changes to address new air pollution problems, as indicated in the memorand~ of the League of Women Voters, dated March 19, 1981, annexed hereto, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO; 1. On behalf of the citizens of the City of Aspen, Colo- rado, the City Council hereby expresses its support for a strong federal Clean Air Act which it deems essential to avoid pollution and the problems caused thereby. 2. The City Council hereby requests that each member of the Colorado delegation to the United States Congress advocate and vote to retain and reauthorize the strict provisions of the Clean Air Act and also to reco~send and vote the approval of moderate changes as are necessary to address new air pollution problems as indicated in the memorandum of the League of Women Voters dated March 19, 1981, a copy of which is annexed heretO and supported by the City Council. 3. The Mayor is hereby authorized and directed to express the City Council's concern and support for a strong federal Clean Air Act and moderate changes to address new air pollution problems and to forward a copy of this resolution to each member of the Colorado delegation to the Unites States ~ 1 State and ~edera officials as he deems Dated: certify Congress and such other appropriate.
