HomeMy WebLinkAboutcclc.min.08032005CCLC August 3, 2005 Chairperson Bill Dinsmoor called the meeting to order at 8:30 a.m. Commissioners in attendance were Stan Hajenga, John Start, Mark Goodman, Shae' Singer, Don Sheeley. Terry Butler and Marc Breslin were excused. The new ACRA director was introduced - Debbie Braun John said he would like to see more continuity from the CCLC and the ACRA. Debbie stated that the ACRA is putting together a steering training. It would be similar to the ambassador training but is going to happen throughout the City of Aspen. This will be a large customer service training for the entire City. Bill pointed out that Canada had had a program called "love Canada". The ambassadors for the country had pins and their training program became more sophisticated as the years went on. That program went on for over 8 years. This will be a great program for newcomers coming into town. The fact that this service is community wide will benefit the entire City of Aspen. BID - Steve Barwick, City Manager said the key for the BID is to have a proposal and outline we would do with the money. What are the problems that need to be solved and how much money is needed. They key players need to be together. Steve said council is open minded. It is clear that a government entity should not control the BID. Council has to have something concrete put in front of them. One of the issues is parking. Parking and transportation were their primary topics of the retreat. Parking structures under ground or building a train were not on the list of things to be accomplished as parking remedies. A BID is just a tool and we need to decide what the needs are. Steve said parking and marketing were issues of concern for council. Bill asked how specific at this point do we need to be. We need to know how much is needed in the pool of money. Steve said council wants to be consistent and create a community dialogue on parking. The business community has to be part of the parking issues. John asked how we move the BID along. If we were to gather that group and present a specific proposal to move the process forward by engaging a consultant. Steve said council needs to know the goals. Steve said the group should front some money. John said we need to gather that group again and be specific. Council is ready to hea~ and this is the opportunity to take the process forward. Steve said 10 or 15 thousand dollars will be enough to set up the meetings. Steve said you need to find consensus on the issues first before calculating the money. Bill said having some fun things like getting the "boat toe" working would be a good idea. Steve pointed out that the business community has to speak up. 2006 budget Council is concerned about the cleanliness of down town. Another issue that came up was code enforcement. Stan said you are right about cleanliness. Alleys are full of refrigerators and junk. It wouldn't take much to clean that up in the alleys. Shae' commented that the Wagner Park bathrooms are running out of toilet paper on the weekend. In regards to smells, the Hotel Jerome garbage is awful. Mark said he smells garbage but overall the malls are clean. There are light bulbs out on the mall. Galena and Cooper has been out for a month. Lighting Mark brought up his proposal for new mall lighting and gave Steve a copy of his letter and signatures of business owners that support the project. Steve said we don't have a complete design yet. Steve said he would add the lighting to this year's budget. Don asked Steve about council and their view on parking. Steve said council feels if you add a garage that means more vehicles which does not solve the problem. Andrew Kole said parking in town is dominated by construction vehicles in the morning. Shea mentioned that people want to donate for benches or tables. She pointed out that at the skate board park seating is needed. Maybe some benches and tables could be purchased and installed there. Stan said the valet parking brochure needs to be in all the lodges in order to promote it. He also said that recycle needs to start at the review process for the large projects. Steve said he will meet with community development to see if recycling/trash can be addressed on the larger projects coming through that have huge impacts. John said there is no macro approach to the recycle issue. Steve said he feels construction has to be contained on-site. Council feels there are too many cars coming into town. 2 Bill said you need to look at all the issues not just recycling. You need to look at the impacts. CCLC feels the recycling ordinance is not completely thought out. Steve said CCLC should come to the council meeting and express their concerns. Bill said the back lash and expense is huge. Steve said council wants an ordinance. Steve said make your comments individually or collectively but it needs to be part of the packet. Don asked Steve if he feels council listens to the businesses. Steve said yes and if you have more businesses in favor or against council will listen. Steve said if you can put yourself in council's set and write your memos like you are dealing with the entire community, you will get things through council. Point out some solutions to council. Budget Bill said the CCLC needs some funding in order to do research like the BID and in order to research to be concise in preparing memo's etc. for council. Steve said to do a 10 bullet point document for the 2006 budget. Outline your process and be specific. Mark pointed out that stores are running for sale signs 7 months of the year. This is a problem. Shae' said the town attracts a huge amount of people for the Saturday Market. Business is up as far as traffic but people come in and do their shopping and that takes two hours, and then have lunch and walk through town and get back to their car to find a $40. ticket. They can't do the market and walk through town. Maybe we can have three hour parking on Saturday. Bill said then you get people parking all day. Stan suggested we find out how many tickets are given to people on Saturday and get basic information on parking tickets. Shea said parking has always been an issue as long as she has lived here. We need to nibble at parking a little at a time. Don said business owners have no power. Mark said we as a group need to be concise and to the point and add political pressure.
