WHEREAS, pursuant to their mandate, each of the
Human Resource, Economic, and Environmental Committees
did, at the joint City Council - Pitkin County
Commissioners meeting held August 8, 1974, present
reports indicating their findings as to which issues
have the highest priority in terms of concern by the
people living in the Roaring Fork Valley, and
WHEREAS, subsequent to receipt of such reports,
it is appropriate for each the City Council and
Board of County Commissioners to approve such listings
of priorities for presentation and submission of the
same for consideration by the Northwest colorado
Council of Governments,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF ASPEN, COLORADO:
1. That the city Council does hereby approve
and adopt as highest priority concerns the following
areas of human need as discerned by the Human Resources
committee for the City of Aspen:
a. Establishment of a Human Relations
Council
b. Creation of Sufficient Low-cost Housing
c. Construction or Establishment of a
community Center
d. Construction of a New Hospital Facility
e. Expansion of Services of the Public and
Mental Health Facilities
f. Creation of a Half-Way House for Juvenile
Offenders

2. That the City Council does hereby approve
and adopt as highest priority concerns the following
areas of environmental need as discerned by the
Environmental Committee for the City of Aspen:
a. Maintenance of Agricultural Lands in
an Unsubdivided State
b. Maintenance of Open Space
c. Maintenance of Adequate Stream Flows for
the Protection of the Environment
d. Reduction of Automobile Use
e. Reduction of Secondary Impacts of oil
Shale Development
f. Disposal of Solid Waste and Sewage
Sludge
g. Reduction of Water and Air Pollution
h. implementation of Bicycle Trail System
i. variations in Housing Patterns
j. Decreasing Effects of Anticipated Mineral
Exploration
k. Regulation of Destruction and Clearing
of Vegetation
1. Appointment of an Administrator of
Environmental Affairs
m. Engendering Public Participation
n. Regulation of Timber Harvesting
3. That the City Manager forward a copy of this
Resolution to the Northwest Colorado Council of
Governments at his earliest convenience.
