(Series of 1974) WHEREAS, the Aspen City Council wishes to join with Pitkin County in a joint expenditure to engage consultants to advise the City and County on the proper Management of the City-County dump facility to resolve, among other issues, the following: 1. How to handle sludge at what charges; 2. How to handle the ear impound and disposal problem; 3. How to handle solid waste; 4. How and what to recycle; 5. User charges and dump finances, including the possibility of making it self-sustaining; A possible employee trailer park for 5 to 10 units as a means to improve security and help solve the housing problem, and improve dump revenues; A study of other revenue producing and operational and management options that would improve the Evaluation of the operations to the NOW, OF THE 1. into contract dump operation; and feasibility of shifting County Road Department. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL CITY OF ASPEN, COLORADO: That the City Manager be authorized to enter (jointly with Pitkin County) with RECORD OF PROCEEDINGS 100 Leaves Briscoe-Maphis Engineering consultants for a total fee not to exceed Three Thousand ($3,000.00) Dollars, and to make its recommendations for the proper manage- ment and administration of the City-County dump facility. 2. That the cost of such study be borne equally by the City and County (each to pay a maximum of Fifteen Hundred Dollars) and that the progress of the study be monitored by the City Manager and Sanitarian, and in all events, be completed prior to May 31, 1974.
