WHEREAS, the City of Aspen, as well as many other
municipalities and counties, is faced with the immediate
problem of removing and disposing of vehicles classified as
"junk" and abandoned vehicles.
AND WHEREAS, it has become impossible for cities
and counties and other agencies, who are responsible for
the removal and disposal of abandoned vehicles, to keep up
with this increasing problem without financial aid and
cooperation from state and national legislative bodies, due
to the unavailability of sufficient land necessary to bury
these vehicles or the equipment to satisfactorily compress
and dispose of these vehicles.
AND WHEREAS~ county and municipal agencies are
unable to handle this continually increasing financial bur-
den of removal and disposal of abandoned and "junk" automo-
biles. Yet it is the county and municipal responsibility
to provide for their removal and disposal.
NOW THEREFORE BE IT RESOLVED, the City Council
of the City of Aspen~ Colorado requests the support of the
Legislative Resolutions Committee and the Colorado Municipal
League to consider and approve the following proposal;
that the State Legislature provide for the collection of a
fee upon the purchase of each new automobile sold in the
state which would be used to aid the counties and munici-
palities in the removal and disposal of said vehicles~ and
that automobile manufacturers be required to use scrap
material from abandoned vehicles in the manufacturing of
new automobiles. It is recognized that a portion of these
recommendations must be considered on a national level as
well as the state level and that such recommendations should
be made to United States Senators and Congressmen.
