AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO,
AMENDING REQUIREMENTS, .PROCEDURES AND CRITERIA FOR CONSTRUCTION
CONTRACTOR TESTING AND LICENSING; REQUIRING TESTING OF ALL BUILDING
PERMIT APPLICANTS WORKING ON A STRUCTURE ON THE CITY OF ASPEN
"INVENTORY OF HISTORIC SITES AND STRUCTURES"
WHEREAS, extensive construction activities involving historic structures are
taking place in the City of Aspen and the Roaring Fork Valley; and
WHEREAS, this type of work is distinguished from new construction in that it
requires high standards of knowledge of appropriate preservation techniques by
contractors and others engaged in construction; and
WHEREAS, the Community Development Department has developed the
"Aspen/Pitkin Preservation Awareness Program," which includes a training kit and exam,
and list of resources to assist contractors and others engaged in construction activities
involving historic structures; and
WHEREAS, the Aspen/Pitkin Building Department has an established program in
place which requires licensing of contractors in other specialties; and
WHEREAS, the Community Development Department and Historic Preservation
Commission recommend that Council amend the existing contractor licensing
requirements to .include a specialty license for historic preservation.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF ASPEN COLORADO:
Section 1: That Chapter 8.12.130, of the Municipal Code, "Contractors," be hereby
amended as follows:
8.12.060(e) Builder's licenses generally.
(e) Specialty. This classification qualifies the holder to contract for work
involving specialty trades regulated by the Uniform Codes, including the following:
(1) Alteration and maintenance:
(2) Structural Wood Framing;
(3) Concrete;
(4) Drywall:
(5) Excavation;
(6) Fire Alarm System Installation:
(7) Fire sprinkler System Instlaation;
(8) Insulation;
(9) Structural Masonry;
(10) Mechanicalcontractor:
(11) Roofing
(12) Solid fuel and gas appliance;
(13) Structural steel erection;
(14) Temporary Contractor, and
(15) Historic Preservation
Section 2: If any section, subsection, sentence, clause, phrase or portion of this
ordinance is for any reason held invalid or unconstitutional ~y any court of competent
jurisdiction, such provision and such holding shall not affect the validity of the remaining
portions thereof.
Section 3: This Ordir~ance shall not affect any existing litigation and shall not operate as
an abatement of any action or proceeding now pending under or by virtue of the
ordinances repealed or amended as herein provided, and the same shall be conducted
and concluded under such prior ordinances.
Section 4: A public hearing on the Ordinance was held on the 13th day of December.
1999 at 5:00 P.M. in the City Council Chambers, Aspen City Hall, Aspen Colorado, fifteen
(15) days prior to which hearing a public notice of the same was published once in a
newspaper of general circulation within the City of Aspen.
INTRODUCED. READ AND ORDERED PUBLISHED as provided by law, by the City
Council of the City of Aspen on the 22nd day of November, 1999.
