HomeMy WebLinkAboutresolution.hpc.002-1987 RESOLUTION NO. 87-_~/~ RESOLUTION OF THE ASPEN HISTORIC PRESERVATION COMMITTEE RECOMMENDING TO THE CITY COUNCIL OF ASPEN, COLORADO ADOPTION OF THE HISTORIC DISTRICT AND HISTORIC LANDMARK DEVELOPMENT GUIDELINEs WHEREAS, the Historic Preservation Committee of Aspen, Colorado (hereinafter "HPC") is charged with the responsibility to recommend Historic District and Historic Landmark Development Guidelines to City Council for Council adoption; and WHEREAS, HPC has devoted approximately sixteen (16) months, from April, 1986 to July, 1987, to the Historic District and Historic Landmark Development Guidelines; and WHEREAS, public meetings were held by HPC to assist them in developing the Guidelines on June 10, 1986, July 9,1986, March 24, 1987 and June 23, 1987; and WHEREAS, public hearings were held by HPC on the proposed Guidelines on April 14, 1987, July 14, 1987, and July 31, 1987; and WHEREAS, HPC finds that the Guidelines are consistent with the Aspen Area Comprehensive Plan: Historic Preservation Element, adopted October, 1986, and the historic designation regulations in Section 24-9 of the Municipal Code as revised by Ordinance 11 (Series of 1987); and WHEREAS, guidelines are recognized to be a necessary aid to help create community awareness of the historic character of the historic overlay districts and individual historic landmarks, to inform owners of historic structures and structures within historic districts of concepts of historic compatibility; and to help the HPC review development activities associated with historic landmarks and within the historic districts, but are meant to be suggestions and not to have the legal effect of regulations. NOW, T~EREFORE, BE IT RESOLVED by the Historic Preservation Committee: Section i That it recommends that City Council adopt the Historic District and Historic Landmark Development Guidelines. Section 2 That it recommends to Council that one (1) year subsequent to the adoption of the Guidelines the HPC shall thoroughly review the document, hold a public hearing to obtain input from citizens and recommend to Council any changes necessary to keep the guidelines current and functional. recommends that City Council make a supplemental to permit high quality half tone reproduction of , 1987 Section 3 That it appropriation the Guidelines.
