APPROVING AN AMENDMENT TO THE FINAL DEVELOPMENT
APPROVAL AT 117 N. SIXTH STREET, LOTS, G, H, AND I, BLOCK 18, CITY
AND TOWNSITE OF ASPEN, ASPEN, COLORADO
RESOLUTION NO. 26, SERIES OF 1999
WHEREAS, the applicant, Lynnie Coulter, represented by Studio B Architects, has
received significant development, landmark designation, partial demolition, on-sito
relocation, variances, and Residential Design Standards approval for the property located
at 117 N. Sixth Street. The property is a designated landmark. The project involves a
small addition to the existing historic house, restoration of doors and windows on the
historic house, construction of a new house, connected to the old by a breezeway, and on-
site relocation of the existing shed; and
WHEREAS, amendments to the final plan were requested as part of the building permit
submittal; and
WHEREAS, staff and monitor had concerns with some of the proposed changes and
referred them to the Historic Preservation Commission for a decision; and
WHEREAS, all development in an "H," Historic Overlay District or development
involving a historic landmark must meet all four Development Review Standards of
Section 26.72.010(D) of the Aspen Land Use Code in order for HPC to grant approval,
namely:
Standard: The proposed development is compatible in general design,
massing and volume, scale and site plan with designated historic structures
located on the parcel and with development on adjacent parcels when the
subject site is in a "H," Historic Overlay District or is adjacent to an
Historic Landmark.
2. Standard: The proposed development reflects and is consistent with the
character of the neighborhood of the parcel proposed for development.
Standard: The proposed development enhances or does not detract from
the historic significance of designated historic structures located on the
parcel proposed for development or on adjacent parcels.
Standard: The proposed development enhances or does not diminish from
the architectural character or integrity of a designated historic structure or
part thereof; and

WHEREAS, Amy Guthrie, in her staffreport dated May 12, 1999, recommended the
HPC not approve the proposed changes, and
WHEREAS, at a regular meeting of the Historic Preservation Commission on May 12,
1999, the Commission considered and approved the application with conditions by a vote
of 4-3.
THEREFORE, BE IT RESOLVED:
That the design for the new house at 117 N. Sixth Street is approved as presented to HPC
on May 12, 1999. The butterfly roofed porch will be as shown with a wood wainscoting
at the base rather than operable windows. The area above the porch on the north wall is
approved as shown, as is the skylight, which will be made of Kalwall.
APPROVED BY THE COMMISSION at its regular meeting on the 12th day
of May, 1999.
