APPROVING AN APPLICATION FOR MAJOR DEVELOPMENT (FINAL) FOR THE
PROPERTY LOCATED AT 216 E. HALLAM STREET, LOTS D, E, H, AND I, AKA
LOTS D, E, N, AND O, BLOCK 71, CITY AND TOWNSITE OF ASPEN, COLORADO
RESOLUTION NO. 28, SERIES OF 2002

WHEREAS, the applicants, The Frost Property LLC, represented by Camilla Auger and Studio
B Architects, have requested Major Development Review (Final) for the property located at 216
E. Hallam Street, Lots D, E, H, and I, aka Lots D, E, N, and O, Block 71, City and Townsite of
Aspen, Colorado. The property is listed on the "Aspen Inventory of Historic Landmark Sites and
Structures;" and
WHEREAS, Section 26.415.070 of the Municipal Code states that "no building or structure
shall be erected, constructed, enlarged, altered, repaired, relocated or improved involving a
designated historic property or district until plans or sufficient information have been submitted
to the Community Development Director and approved in accordance with the procedures
established for their review; and
WHEREAS, for Final Major Development Review, the HPC must review the application, a staff
analysis report and the evidence presented at a heating to determine the project's conformance
with the City of Aspen Historic Preservation Design Guidelines per Section 26.415.070.D.4.b.2
and 3 of the Municipal Code and other applicable Code Sections. The HPC may approve,
disapprove, approve with conditions or continue the application to obtain additional information
necessary to make a decision to approve or deny; and
WHEREAS, Amy Guthrie, in her staff report dated July 10, 2002, performed an analysis of the
application based on the standards, and recommended that the project be approved with
conditions; and
WHEREAS, at their regular meeting on July I0, 2002, the Historic Preservation Commission
considered the application, found the application was consistent with the "City of Aspen Historic
Preservation Design Guidelines" and other applicable sections of the Municipal Code and
approved the application with conditions by a vote of 6 to 0.
NOW, THEREFORE, BE IT RESOLVED:
HPC approves Major Development Review (Final) for 216 E. Hallam Street, Lots D, E, H, and I,
aka Lots D, E, N, and O, Block 71, City and Townsite of Aspen, Colorado with the conditions
listed below.
1. The HPC has approved a waiver of one parking space, a 5' combined front and rear
yard setback variance, a 2' west sideyard setback variance, a 7' combined sideyard

2. Elevations representing ~e proposed restoration of the exterior of ~e Frost house,
based on ~e photograph, must be submi~ed for review by s~ ~d monitor prior to
applying for a building pe~it. Tbs set of &aMngs must list ~y outsmd~g issues
which will be addressed in the field. ~e elevations may be ~er refined d~ng
demolition ~d discoveu as more infomation s~aces. ~y iffo~mion discovered
about the historic appe~ce of ~e s~c~e must be used to fai~lly restore ~e
house.

iffo~ation about how ~e ho~e will be stabilized ~om ~e housemover.
5. Provide a bond or le~er of credit in ~e mo~t of $30,000 to ins~e ~e s~e
relocation of ~e s~cmms.
6. Provide a relocation pl~ det~ling how ~d where ~e buildings MIl be stored.
7. A cut sheet must be provided for ~1 new Mndows ~d doors on ~e historic
stmc~es.
8. HPC st~f ~d mo~tor must approve ~e ~pe ~d location of all exterior lighting
fixtures by revie~g a pl~ prior to wiring, p~ch~ing, or ins~l~g ~e fix~es.
9. Co~ that the site pl~ represents all major l~dscaping ~at is to t~e place ~d
what the materi~ for ~e sidew~ks to the historic s~c~es ~11 be. HPC is
p~icul~ly concerned wi~ plating l~ge ~ees or s~bs in locations ~at co~d
dmage the ~stodc structure or block impomt public views of it. Design ~e path
to the ~ont door on the new potion of the duplex to lie as close to ~e ddpline of the
~ee ~ possible, so ~at it is ~ s~ght a route ~ possible.
10. Infommion on all venting locations ~d meter locations not deschbed in the
approved draMngs shall be provided for review ~d approval by st~ ~d moffitor
when ~e i~o~ation is available.
11. Submit a demolition pl~, as p~ of ~e b~lding pe~it pl~ set, indicating exactly
what ~e~ of the existing house ~e to be removed ~ p~ of~e renovation.
12. No elements ~e to be added to the histohc house that did not previously exist. No
e~sting exterior materials o~er ~ what h~ been specifically approved herein may
be removed without ~e approval of st~ ~d mo~tor.
13. ~ere sh~l be no deviations from ~e exterior elevations ~ approved ~out first
being reviewed and approved by HPC s~ ~d monitor.
14. The conditions of approval Mll be req~red to be printed on ~e cover sheet of ~e
b~lding pe~it pl~ set ~d all o~er prints made for ~e p~ose of cons~ction.
15. ~e applic~t sh~l be required to provide the con,actor Mth copies of ~e HPC
resolution applicable to ~is project. ~e con,actor m~t submit a le~er addressed to
HPC st~ ~ pm of ~e building pe~it application indicating ~at all conditions of
approval ~e ~om ~d ~derstood ~d must meet M~ ~e Historic Prese~ation
Officer prior to applying for ~e building pe~it.
16. The General Con,actor ~&or Superintendent sh~l be required to obthn a specialw
license in historic prese~ation prior to receiving a building pemit.
