HomeMy WebLinkAboutresolution.apz.007-97 RESOLUTION 97-7 , ~RESOLUTION OF THE ASPEN PLANNING AND ZONING COMMISSION 1996-1997 BIENNIAL REVIEW ASPEN MEADOWS TRAFFIC MITIGATION PLAN · ! WHEREAS, City of Aspen Ordinance 14, Series of 1991, requires that the Aspen Meadows and the Aspen Music Festival and School (as co-developers for Harris Hall) conduct a review and submit a written report on the "Aspen Meadows Traffic Mitigation Plan" to the Community Development Director on the anniversary date of the final passage of the ordinance in the years 1992, 199'4, 1996, 1998, 2000, and every two years thereafter "unless deemed unnecessary by the City Council," and WHEREAS, repons, were received from the Aspen Meadows and the Aspen Music Festival and School for the year 1996, and WHEREAS, Ordinance 14 further provides that the City of Aspen will review the report(s) and that the City may require modification to the development's "Traffic Mitigation Plan," and WHEREAS, any proposed modifications to the "Traffic Mitigation Plan" are required to.be reviewed and approved by the Aspen Planning and Zoning Commission at a public heating, and . WHEREAS, a public hearing was scheduled for July 16, 1996, and subsequently was.continued to September 17, 1996, to October 15, 1996, to May 6, 1997, and to May 13, 1997, and , WHEREAS, in an attempt to discern neighborhood concerns regarding the "Traffic Mitigation Plan," neighborhood meetings were held with the "West End Task Force" in the fall of 1996 and in April of 1997, and .. WHEREAS, members of the Aspen Planning and. Zoning Commission were provided with two staff memorandums (dated July 16, 1996 and.May 6, 1997), which were prepared by Stan Clauson and which were entitled "Biennial Review of Aspen Meadows/Music Festival Traffic Mitigation Plan," and WHEREAS, at the public hearings the Aspen Planning and Zoning. Commission received fifteen exhibits and heard the testimony of twenty-five witnesses, including representatives of City departments, RFTA, the Aspen Music Festival, and the West End Task Force, and ~ WHEREAS, at the cloSe of the public hearing the Planning and Zoning Commission considered and approved thirteen modifications to the "Aspen Meadows Traffic Mitigation Plan." NOW, THEREFORE, BE IT RESOLVED- Pursuant to motions, the Aspen Planning and Zoning Commission m~tkes the following recommendations regarding the "Aspen Meadows Traffic Mitigation Plan:" _ 1. By a vote of 3-2, the Planning and Zoning Commission recommends that alternative routes not be implemented for the 1997 season. The Commission determines that the use of alternative routes with eXisting RFTA busses would require a substantial upgrade of 4th and 6th Streets. The Commission further 'determines that alternative routes could be considered at a furore time if smaller vehicles become available. ' , 2. By a vote of 5-0, .the Planning and Zoning Commission recommends an investigation of the implications of widening 4th and 6th Streets for the purpose of accommodating alternative routes in future years. 3. By a vote of 5-0, the Planning and Zoning Commission recommends that the MAA, the City of Aspen, .and RFTA implement the use of smaller vehicles for transportation in the West End. 4. By a vote of 5-0, the Planning and Zoning Commission recommends that the relocation of.the Music Festival bUs stop shelter from its present mid-lot location be further studied. 5. By a vote of 5-0, the Planning and Zoning Commission recommends that City staff and RFTA with 'all due diligence consider the feasibility and implementation of a shuttle along 4th Street between Main Street and the Tent, including the time frames of operation and integration with the transportation system. The Commission further recommends that the shuttle be evaluated for possible implementation during the 1997 season. 6. By a vote of 3-2, the Planning and Zoning'Commission does not recommend that RFTA be required to terminate bus service to the Music Tent thirty (30) minutes after a concert ends. In the alternative, by a vote of 3-2, the Planning and Zoning CommiSsion concludes that busses after 10 p.m. do not constitute a major problem, and, therefore at this time, the Commission has no recommendation concerning the curtailing or elimination of busses after 10 p.m. 7. As discussed in Stan Clauson's Memorandum of May 6, 1997, and by a vote of 5-0, the Planning and Zoning Commission recommends the extension and improvement of the Gillespie Street Pedestrian Path. 8. By a vote of 5-0, the Planning and Zoning Commission recommends the study of different alternatives to the present barriers for pedestrian streets and requeSts that the results of the study be forwarded to the Commission. 9. As discussed in Stan Clauson's Memorandum of May 6, 1997, and by a vote of 5-0, the Planning and Zoning Commission recommends that the safety issues on Lake Avenue between 3rd and North Streets be addressed by City staff. 10. 'By and vote of 5-0, the Planning and Zoning Commission, recommends,. after input by abutting home owners, providing lighting for unlighted intersections on Gillespie, 4th and 6th Streets. 11. BY a vote of 5-0, the Planning and Zoning Commission recommends the study and investigation of implementing paid parking at the Music Festival parking lots as a means of encouraging the use of public transportation. The Commission notes that the concept of paid parking was included in the original 1991 Traffic Mitigation Plan for implementation concurrent with neighborhood parking restrictions. 12. By a vote of 5-0, the Planning and Zoning Commission recommends that a City staff person be appointed for neighborhood residents to contact during the season to discuss problems and/or solutions to the agreed upon plan and that the end of the season "debriefing," as called for in Resolution 93-21, be organized and conducted by City staff and attended by all responsible parties. The Commission requests that a report summarizing the "debriefing" be prepared and submitted to the Commission. Staff in the City Manager's Office were identified as appropriate candjdates for the neighborhood residents' contact person. 13. By a vote of 5-0, the Planning and Zoning Commission recommends that for special events, such as IDCA, RFTA exercise due diligence in establishing a schedule which would minimize under-utilized busses. The next scheduled biennial review for the "Aspen Meadows Traffic Mitigation Plan" will be June 10, 1998. APPROVED BY THE COMMISSION at its regular meeting on May 13, 1997.
