RECOMMENDING CITY COUNCIL ESTABLISH A "HOUSING MITIGATION
BANK" WITH THE ASPEN~ITKIN COUNTY HOUSING AUTHORITY FOR THE
PURPOSE OF TRACKING CITY DEVELOPMENT REQUIRING HOUSING
MITIGATION IN RELATION TO HOUSING UNITS AND/OR FUNDS PROVIDED BY
THE CITY THAT ARE PURELY DISCRETIONARY AND NOT TIED TO THE
HOUSING/DAY CARE FUND OR ANY OTHER DEDICATED FUNDING STREAM

WHEREAS, during a regularly scheduled meeting July 15,1997, the Planning and Zoning
Commission considered and approved Resolution No. 97-19 concerning the expansion of the Parks
and Golf Maintenance Facility; and,
WHEREAS, as a condition of approval in Resolution 97-19, the Planning and Zoning
Commission recommended the employees generated by the additional office space be partly
mitigated on-site and partly mitigated with the Water Place Housing project, a project being built
with City of Aspen funds not connected with the Housing/Day Care Fund and not in response to
any mitigation requirement; and,
· WHEREAS, after approving Resolution No. 97-19, the Planning and Zoning Commission
further discussed City projects requiting employee mitigation and housing units and/or funds
provided by the City and, by a 6-0 vote, recommended City Council establish a "Housing
Mitigation Bank" with the Aspen/Pitkin County Housing Authority for the purpose of tracking the
development of City property requiring employee mitigation compared with the provision of
affordable units and/or funds contributing to the development of affordable units provided by the
City of Aspen that are purely discretionary and not tied to the Housing/Day Care Fund or any other
dedicated funding stream; and,
WHEREAS, the Aspen/Pitkin County Housing Authority has recommended this "Housing
Mitigation Bank" include the following information: Name of project, number of units and
respective number of bedrooms and associated deed restriction, and source and amount of funding.
NOW, THEREFORE BE IT RESOLVED by the Commission at its regular meeting on July
15, 1997'
That the Aspen City Council should establish this "Housing Mitigation Bank" with the Aspen
Pitkin County Housing Authority.
