HomeMy WebLinkAboutapz.gmc.res.007-97RESOLUTION OF THE GROWTH MANAGEMENT COMMISSION OF THE CITY OF ASPEN AND PITKIN COUNTY, COLORADO, FORWARDING THE SCORING ON A REQUEST FROM ASPEN HIGHLANDS VILLAGE FOR DETERMINATION OF "EXCEPTIONAL" PROJECT STATUS AND METRO AREA MULTI YEAR RESIDENTIAL ALLOTMENTS TO THE CITY COUNCIL AND BOARD OF COUNTY COMMISSIONERS AND RECOMMENDING THAT THE BOARD OF COUNTY COMMISSIONERS AND CITY COUNCIL ACCEPT THE SCORING AND THAT THE BOARD OF COUNTY COMMISSIONERS GRANT THE REQUESTED ALLOTMENTS GMC Resolution No. 97 - WHEREAS, on August 26, 1997, the Growth Management Commission (hereafter, "GMC") held a duly noticed public hearing at which time evidence and testimony were presemed with respect to a Growth Management application for "exceptional" project stares and multi-year residential allotments. WHEREAS, the GMC considered the following request for designation as an "exceptional" project and eligibility for multi-year residential allOtments. Aspen Highlands Village' Requesting multi-year Metro Area residential allotments for 112 Affordable Housing units and 43 Affordable Housing- Associated Free Market units. WHEREAS, Aspen Highlands Village is a mixed-use PUD at the base of Aspen Highlands Ski Area. Resolution No. 97- ¢ Page 2 WHEREAS, the GMC scored the application based on the following scoring criteria in Section 3-160.50 of the Pitkin County Land Use Code' Revitalizing the permanent community; * Providing transportation alternatives; · Promoting environmentally sustainable development; · Maintaining design quality, historic compatibility and community character; and the standards and criteria of Code Sections 3-160.30 B. 2. a. and b. WHEREAS, the GMC found that the application exceeded the minimum threshold score of three in all four of the scoring categories, and it was determined by the GMC that the Aspen Highlands Village request meets the criteria for designation of"exceptional" project stares and is eligible for multi-year Metro Area residential allotmems. (The Commission's scores are attached as Exhibit A). NOW, THEREFORE, BE IT RESOLVED by the GMC that it hereby forwards the scoring and the recommendation that the Aspen Highlands Village request be granted "exceptional" project stares and multi-year residential allotments to the City Council and Board of County Commissioners for their acceptance, as required by Section 4-60.50 B. 4. of the Pitkin County Land Use Code. Resolution No. 97-¢ Page 3 BE IT FURTHER RESOLVED by the GMC that it recommends that the Board of County Commmissioners grant the requested multi-year allotments for 112 Affordable Housing · units and 43 Affordable Housing-Associated Free Market units. APPROVED AND ADOPTED on the 26th day of August, 1997.
